Federal and regional departments can now independently display their services on the State Public services portal. The corresponding decree was signed by Prime Minister Mikhail Mishustin. The press service of the Ministry of Digital Science announced this on September 9, 2022.

In fact, we launched a broad, truly popular digitalization. Now any government agency can bring its services, even if they are completely non-mass, to the portal, - said the deputy head of the department Dmitry Oguryaev.

According to him, earlier the withdrawal of services to State Services was associated with certain barriers, including long-term coordination of the terms of reference. Now this format has been abolished, and the approval takes place in the format of an electronic request. This makes it possible to quickly access the designer and start "assembling" the service.

In addition, as noted by Oguryaev, the financial barrier consisted in the need to conclude contracts for IT development. This took time and required funds. Now the service designer is provided to the authorities free of charge and does not require specialized IT development. Thanks to such measures, the withdrawal of services, not even the most massive, has become economically inexpensive and accessible to any regions and authorities, he added.

According to the Ministry of Digital Science, by September 9, 2022, about a third of all government agencies withdraw services through the designer on their own. The visual designer of services turned out to be so in demand that even before the adoption of the Government decree in pilot mode, 48 federal departments and 11 regions had already begun to work in it. With the help of the new mechanism, 78 services have already been transferred to electronic form, and by the end of 2022 their number will exceed 200.

If there is no single approach in the design of services, then the user will face new, unusual interfaces and approaches every time. We solved this problem by introducing standards on the principle of radical minimalism. No bureaucratic language, the use of only the same type of elements that have already become clear and familiar to the user, - added Dmitry Oguryaev.[1]

Launch of a designer of digital public services for departments and regions

On June 21, 2022, the Ministry of Digital Development, Communications and Mass Media of the Russian Federation announced the launch of a designer of electronic public services for departments and regions. The service allows you to three times speed up the process of launching services for citizens, while basic programming knowledge is enough to work in it, the ministry said.

As explained in the department, the standard approach to designing a service is often based on a regulatory act regulating public services, and the type of information that is necessary for provision, and only at the final stage frontal forms are developed - the way the user sees the service on the portal. The designer allows you to build the process in the opposite direction, guided by the user's needs, in order to make the service simpler and more understandable.

The procedure for creating screen forms includes an intuitive interface for basic components, it is possible to quickly make edits and track the result without waiting for publications in the development environment, explained Alexey Koptev, Acting General Director of Red Soft.

By June 2022, more than 40 departments work in the visual designer, and 6 services have been successfully brought to the portal. For example, 7 thousand applications have already been submitted for the service "Sending notifications to the Ministry of Emergency Situations on the installation and maintenance of fire safety equipment for buildings" created in the designer. The following regions also joined the system: Yamalo-Nenets Autonomous Okrug, Orenburg, Tula, Novosibirsk regions. The first regional services created in the designer will appear in July 2022.

As expected in the Ministry of Digital Engineering, by the end of 2022, more than half of the services on the portal will be developed inside the visual designer. The rest, which require special settings and customization, will continue to be created by the portal developers.
