History
2024: Approval of the project by the authorities of St. Petersburg
In mid-October 2024, the Committee for Urban Planning and Architecture of St. Petersburg approved the project of the Xelent-2 data processing and storage center, which will be built in the village of Pargolovo, on section 252, northeast of the Vyborg highway interchange with the ring road. The project was developed by Elide LLC by order of Atomdata-Center JSC.
Thus, the implementation of the Xelent-2 project will continue after freezing. The data center will be located in the area of the already established production and warehouse development.
2023
Construction freeze
On April 6, 2023, Atomdata Center, the Rosatom structure directly part of Rosenergoatom, canceled the tender for the creation of a large-scale data center near St. Petersburg, which could become one of the largest data centers in Russia.
We are talking, according to CNews, about the development of the necessary documentation for the implementation of the investment project for the construction of the "Xelent-2 Data Processing and Storage Center" using information modeling technologies. The corresponding tender was announced on March 17, 2023 in the format of an open tender, and the acceptance of applications continued until April 3 of the same year. The initial contract price was indicated in the amount of 96 million rubles.
It was planned that the Xelent-2 will include the buildings of data center No. 1, data center No. 2, an administrative and household complex and other necessary facilities and structures. Their total electric power was supposed to be no more than 28 MW. The terms of reference stated that the total number of server racks 600 × 1200 × 48U in the final of the project will be at least 2.1 thousand pieces. The maximum power consumption of the rack was indicated at 22 kW, the estimated average power was at least 10 kW. Requirements were made for the reliability level of Tier III, that is, with an acceptable downtime of no more than 1.6 hour per year. The autonomous power system was supposed to provide at least 12 hours of operation without replenishing fuel supplies.
CNews notes that the tender has been officially canceled "due to the need to clarify the need for products, as well as amendments to the SOW for purchased products." Moreover, it was previously assumed that many parameters of the terms of reference will be adjusted by the future contractor himself. There is no information on when the restart of the tender may take place, whether the initial price of the contract will change and whether the delay will affect the planned deadlines for the completion of the project.[1]
Start creating a data center
Rosatom began building a new mega-data center near St. Petersburg for billions of rubles, it will be called Xelent-2. This became known on March 23, 2023.
According to CNews, the structure of Rosatom JSC Atomdata Center is holding a tender for the design of Xelent-2 for 96 million rubles. In particular, for this money, the winner of the competition will have to carry out engineering surveys, the development of design estimates, working and technical documentation for the implementation of the project. The new facility will consist of two data centers, including six machine rooms (four in one, two in the other).
The TA states that the total electrical capacity of the buildings of data center No. 1, data center No. 2, administrative and domestic complex (ABK) and other necessary buildings and structures should be no more than 28 MW. The capacity of the IT data center equipment is planned at the level of 21 MW, but its value will finally be determined by the designer.
The estimated maximum power consumption of the IT rack is 22 kW. The estimated average power of each IT rack is at least 10 kW. DPC operation time from autonomous sources without fuel replenishment is not less than 12 hours.
According to the terms of reference, the total number of server racks of the 600x1200x48U in the final of the project will be at least 2.1 thousand pieces. At the same time, according to the document, we can conclude that the data center will contain a certain number of 800x1200x48U racks. Their number will also be determined by the contractor. One way or another, the Xelent-2 for this parameter will be larger than the Xelent-1. The reliability level of the data center must correspond to Tier III according to the Uptime Institute classification, that is, with a permissible downtime of no more than 1.6 hour per year.
As the newspaper notes, judging by the parameters, the construction of the facility will take more than one year and will require investments of several billion rubles.[2]
