Magadan joined Electronic government

The Rostelecom company and administration of the Magadan region signed in September, 2010 the agreement on cooperation on creation of a regional segment of Electronic government.

The agreement was signed by the governor of the Magadan region Dudov Nikolay and the vice president - the director of the Far East branch of Rostelecom Winter Ivan. According to the document, the parties will create infrastructure of Electronic government of the Magadan region based on the complete solution developed by Rostelecom and also will begin joint implementation of transfer process in an electronic form of services of public authorities and local government.

In July of this year the Government commission on information technology implementation in activity of state agencies approved the system project of formation of infrastructure of the electronic government. This document became the first attempt of the Ministry of Telecom and Mass Communications to systematize processes of informatization of state agencies. Created the system project by request of the only contractor of Electronic government - the longhaul operator Rostelecom two scientific centers - Higher School of Economics and Academy of National Economy. The developed solution for creation of a regional segment of infrastructure of the electronic government allows each territorial subject of the Russian Federation to create a basis of a regional segment of such infrastructure, to provide its integration with a federal segment and also gives the chance of receiving services of regional authorities by inhabitants of the region via the uniform portal of state services http://gosuslugi.ru.

"We not only prepare for transition to electronic document management, rendering electronic public and municipal services, carrying out electronic biddings, but also we already implement at ourselves these elements, - Nikolay Dudov emphasized. - Besides, we think also of availability of these services to all categories of citizens - from youth to pensioners. Recently our joint project with Dalsvyaz interregional company on training of computer literacy of representatives of the senior generation started. We intend and to work in the most different directions on widespread introduction in life of Electronic government from now on.

"Implementation of the solution developed by Rostelecom will give the chance of the Magadan region as fast as possible to create a regional segment of Electronic government and to provide its integration with a federal segment, - Ivan Zima added. – It, in turn, will allow to provide the population of the region already in the nearest future with an opportunity to receive in electronic form services of authorities of federal, regional and municipal level".

Rostelecom is the only contractor of actions of the Federal target program "Electronic Russia" regarding design and creation of infrastructure of Electronic government. Within the project Rostelecom performs consolidation of regional, federal and industry data in one, steadily functioning mechanism of the processing and information exchange received from different government institutions in scales of the whole country. In August "Rostelecom started the program of cooperation with developers of software solutions for Electronic government.
