2023: Acquisition of 10,000 licenses

Omsk region continues cooperation with Astra Group of Companies and the transition to the domestic operating system Astra Linux. During the phased implementation of the IT import substitution plan, the regional government additionally acquired 10,000 licenses for Astra Linux. This was announced on January 9, 2023 by representatives of the Astra Group of Companies.

As of January 2023, part of the server equipment and jobs of employees of the regional government and subordinate institutions of the Omsk region have already been transferred to Astra Linux Special Edition. 10,000 Astra Linux licenses will allow you to be one step closer to the complete IT import substitution of the most important structures in the region. This will ensure the security of key systems.

According to the company, Astra Group products have been introduced into the infrastructure of the Omsk Region Government since 2019. When implementing the project for the transition to domestic solutions, the interaction of the updated IT infrastructure with existing products and all the resources with which authorities employees worked at that time was organized. Many legacy software and hardware products, as well as some automated federal and departmental systems, were originally created for use only in a foreign OS environment. To solve this situation, domestic analogues compatible with Astra Linux were selected, and phased training of users and administrators on the ground is being carried out.

For many authorities employees, working with a domestic OS is already familiar. It allows them to perform all the necessary tasks. Astra Linux is not inferior in functionality to foreign counterparts. And for convenience, the updated interface can be configured to look like the usual foreign versions.

In the Omsk region, great attention is also paid to training Astra Linux in educational institutions. At the Omsk State Technical University (OmSTU), students study Astra Linux OS within the framework of academic disciplines. Some of them already have a certificate from the Astra Group of Companies, participate in the Astra Career project. In 2022, one OmSTU student became one of the winners-fellows of the Astra Scholarship program. She will receive a scholarship from a development company. Astra Linux is also studied at the Omsk Motor Transport College. In addition, the "DiE Training Center" received authorization from Astra Group of Companies.

2022: Tender for the purchase of 10 thousand Astra Linux Special Edition licenses

As I found out, in TAdviser Omsk region early June 2022, she announced a tender for the purchase of 10 thousand Astra Linux Special Edition licenses. The maximum purchase amount is 31.2 million - rubles one annual license will cost the region 3120 rubles. Information about the tender is posted on the public procurement portal[1] is the State Institution of Information Technologies and Telecommunications of the Omsk Region. The results of the tender will be announced on June 17, 2022.

As the Minister of Industry, Communications, Digital and Scientific and Technical Development of the Omsk Region Andrei Posazhennikov told TAdviser, the purchase of Astra Linux licenses is carried out as part of the implementation of the import substitution policy for the entire regional government. Migration to Astra Linux occurs when new jobs are purchased and to replace the Microsoft Windows operating system . According to the minister, about 24 thousand jobs have already been replaced in the Omsk region.

Andrei Posazhennikov explained to TAdviser that the choice of Astra Linux is due to the requirements for compatibility with information protection systems and means already used in the Omsk region, in particular - InfoWatch Traffic Monitor.

The Astra Linux GC declined to comment.

The operating system this year was acquired mainly by research institutes, universities and structures of state corporations: at the end of March , the All-Russian Scientific Research Institute for the Operation of Nuclear Power Plants (VNIIAES JSC) announced a tender for 9.5 million rubles, in early May , the Moscow Aviation Institute announced a tender for 10 million rubles, in May, almost 7.9 million rubles - MIREA - Russian Technological University. In total, in 2022, through public procurement, tenders for the purchase of Astra Linux were announced by several dozen companies, organizations and government agencies.

Alexey Novodvorsky, deputy general director of BASEALT, told TAdviser that despite the proclaimed policy of import substitution, even a huge number of proprietary software of foreign developers remained in the public sector. At the same time, in his opinion, the demand for Linux OS in the country has grown noticeably.

A lot of projects are at the earliest stage, when companies and institutions are exploring the Linux environment and evaluating the possibility of migration. They figure out what the systems they use now can replace. Moreover, domestic OS import substitutes not only Microsoft OS, but also Linux distributions of foreign development, for example, Red Hat and Ubuntu. I must say that in 2022, not only government agencies and state corporations, but also representatives of medium and even small businesses became interested in domestic Linux-based OSs. In fact, a new consumer segment is being formed before our eyes, - said Alexey Novodvorsky.
