Implementation of interdepartmental electronic interaction for the Volgograd region (pilot region)

The piloted interaction

In April, 2011 the Committee of information technologies and telecommunications of Administration of the Volgograd region started project implementation of performance of law No. 210-FZ of July 27, 2010 "About the organization of providing the public and municipal services". Within the project in the region it is necessary to provide interdepartmental electronic interaction when providing the public and municipal services, to provide to citizens and the organizations a possibility of filing of application on provision of services, trackings of the course of their execution and also obtaining result of rendering services in electronic form on the regional portal of public services.

As a technology basis of the solution the system of the guaranteed delivery of messages of SGD BS-eRegion was selected. For ensuring interdepartmental electronic interaction the regional executive authorities (REA), local government authorities (OMSU) and rural settlements of the Volgograd region are connected to the SGD BS-eRegion system, integration into the Uniform portal of the public and municipal services (functions) is provided.

About three months deployment of the prototype of a system including providing initial structure of the most demanded data lasted. Then replication of a system for providing a complete covering of the region and user training to work in a system began. Until the end of 2012 development of a system will be made for providing data within interdepartmental interaction.

Features and perspectives of the project

The project in the Volgograd region is unique as it is one of the first projects of the organization of interdepartmental electronic interaction. With respect thereto the project team had to adapt the solution to often changing methodical recommendations, federal services and formats that demanded from the SGD BS-eRegion system of the maximum flexibility and width of functionality.

Despite the lack of steady communication channels at many participants of interaction during the project 100% a region covering due to use offline technology of interaction, system implementation on flash drives are provided. Besides, integration with internal systems of Management of social protection of the population and Committee of work and employment of the population is implemented.

Forces of Committee of information technologies and telecommunications of Administration of the Volgograd region organize online monitoring of implementation of interdepartmental information exchange. Any interested can visit the official portal of the Governor and the Government of the Volgograd region and to see a picture of rendering public services on the interactive map. In the near future creation of the Regional Portal of Public services of the Volgograd region is planned.
