Prerequisites of the Project

Dynamic development the enterprise, increase in number of employees, was required by upgrades of the information management system.

As Bashneft-geographically distributed structure, creation of the unified information system of management of holding was relevant. Accounting of specifics of oil business, flexibility and scalability of the solution along with reliability and the guaranteed result is also very important.

Project Progress

Implementation of CIS Lexema in JSC ANC Bashneft began in July, 2005. At that moment the software in JSC ANC Bashneft, consisted of several separate programs working on the DOS operating system and in architecture the file server. The obsolete program did not allow to control divisions, to keep account in a common information space, collection of data on all enterprises was complicated.

After the successful termination of the first stage the decision to implement Lexema on all divisions of JSC ANC Bashneft was made. In a system more than 5000 users work. A system integrates tens of structural units which are located in the different cities and the localities of Bashkortostan, the Tyumen region and in Moscow.

In a system the following subsystems were implemented:

• Accounting and tax accounting
• Personnel management
• Financial planning
• Accounting of agreements
• Oil sale and oil products on domestic market and for export
• Accounting of the earth
• Management of supply
• Purchase management
• Control of motor transport
• Accounting of the equipment (certification of the equipment and pumping units)
• Labor protection
• International reporting (GAAP)
• Managerial accounting of fixed assets, materials
• Budget management

At system implementation a lot of work on unification and standardization of business processes of divisions was carried out. The unified plan of accounts including the unrolled system the analyst was developed. All divisions use a single help system. Rules of a prikhodovaniye of materials on a warehouse, submissions of requests for acquisition of materials, execution of requests for the purposes of financial planning and some other business processes were unified. Owing to unification it became simpler to management personnel to create orders and orders, and it is simpler to contractors to understand, and as a result, it is better to perform orders of the center. As a result the quality of management increased.

In a system the principle of unity of input of the document is implemented – each document is entered in only once in most cases in the place of its emergence. It leads to minimization of errors and increase in efficiency of accounting at reflection of transactions in economic circulation. Lexema contains mechanisms of the organization of the built-in document flow which are widely used in the project of JSC ANC Bashneft. In particular, in a system a number of the application companies is implemented. All of them use document flow mechanisms for control of passing of requests on different contractors that allows to formalize and control responsibility of contractors at different stages of acceptance and execution of the request.

Project Results

Implementation of CIS Lexema using replicaiton engines in JSC ANC Bashneft allowed to increase quality of accounting, tax and management accounting, to accelerate turnover of current assets, to improve quality of planning, to increase transparency and controllability of the company. At the same time users of a system and IT specialists note advantages of replicative model over others, such as the lowered requirements to communication channels, high degree of protection of a system against external threats, speed of work of users, convenience of the interface solutions and opportunity for work for lack of communication channels.

In addition to quality improvement of accounting, tax and management accounting use of CIS Lexema leads to achievement of the following results:
