The Federal Notary Chamber of Russia (FNP) in February 2025 began to use the public-state blockchain infrastructure to obtain data on intellectual rights. The system will allow notaries to access the registers of key players in the intellectual property market.
According to RAPSI, at the first stage, the innovation will help notaries in finding copyright belonging to the testators. The system will provide efficient data exchange between different information stores.
Andrei Krichevsky, chairman of the Russian Center for the Circulation of Rights to Creative Results, stressed that integration with the РЦИС.РФ system will provide notaries with access to registers of authorities, educational institutions, scientific institutes and media holdings.
The head of the Federal Notary Chamber, Konstantin Korsik, noted that every third notarial action is based on the digital technologies of the notary. Free public services and the ability to remotely certify transactions are available in the Unified Notary Information System.
Notaries also got the opportunity to send electronic requests to banks and the Unified State Register of Real Estate to search for hereditary property. Automatically obtaining intellectual property data through the РЦИС.РФ system will expand opportunities in the search for assets.
The use of blockchain technologies will make it possible to form a single database covering all intellectual rights. This is key because intellectual property is involved in various legal processes that require notarization. Among them are deposit, fixation of authorship, registration of inheritance, collateral operations and gift agreements.[1]
