I-Teco: customer requirement pay 6 billion rubles we consider unreasonable, insolvent and disproportionate

The control system of access control and the order of a power supply developed in 2015 is intended for automation of accounting of the military personnel on arrival and removal from an allowance and report generation. It is implemented in canteens of large military units, in each of which not less than 150 people serve.

A system allows to identify the conscripts and contract employees receiving food on fingerprints. To receive a power supply in the dining room, for identification the serviceman should apply a finger to the biometrics reader device located on the information booth before the line of distribution and connected to the database.

After identification in addition to receiving a ration the serviceman can also select a diet on the following meal. Besides, it is possible to give a mark about absence during future meals (for example, because of dismissal) — but no more than for the week ahead. Information on absence of the military personnel can be entered into a system and on a centralized basis.

Composition

For the account in a system issue of a ration to repeatedly same person or person who removed himself from an allowance on this meal – are impossible. On the basis of the military personnel given about meals the reporting is prepared.

System attendant workstation

A system consists of information terminals and the server of data processing, at the same time being attendant workstation.

At the time of start of the project estimated at the Ministry of Defence that a new system will allow[1].

2017

Central Research Institute EISU demands from I-Teco through court 6 billion rubles

In August, 2017 Central Research Institute EISU took Arbitration court of Moscow with the claim to I-Teco in which it demanded from the company to pay 6 billion rubles as a penalty for delivery of goods of inadequate quality.

Earlier, at the end of May, 2017, I-Teco which demanded from Central Research Institute EISU 100.6 million rubles as debt took legal action with the claim to the customer. Central Research Institute EISU tried to nominate the counter action to 6 billion rubles, but the court rejected it as between counter and initial claims there is no reciprocal relationship, it is specified in the judgment. As a result a claim was submitted within new, separate judicial proceedings.

United Instrument Manufacturing Corporation which part Central Research Institute EISU is refused to comment on claims to the contractor.

The representative of I-Teco emphasized that the size of the stated penalty by 10.5 times exceeds the total amount of their agreement with the contractor. For the beginning of August the claim is not accepted by court yet to production, added to the companies.

It should be noted that affairs at Central Research Institute EISU go not in the best way recently. Concerning the organization is in production in total more than ten large and a set of small legal cases in different claims of state agencies and[2]. Their total amount exceeds 700 million rubles. Large claims were submitted mainly in 2017. Among claimants - the Ministry of Defence, the Ministry of Internal Affairs, Servionica, T-Platforms and RT-Inform.

Plans for development of a system

In 2017 announced Central Research Institute EISU plans for development of a system and its upgrade. In plans - to expand functionality of a system, to increase reliability and non-failure operation of work, to centralize system management and also to carry out integration with the systems of identification of the military personnel and the systems of resource providing existing into Russian Armed Forces. It was until the end of the year going to implement a system on 127 objects.

2016

A system is implemented in more than 600 soldiers of dining rooms

In November, 2016 in the headquarters of logistics of Russian Armed Forces reported that the control and management system for access and the order of a power supply is set in more than 600 soldiers of dining rooms and by that moment allowed to save about 500 million rubles[3].

2015

Signing of the contract with I-Teco on delivery of a system

In June, 2015 Central Research Institute EISU concluded with I-Teco as with the only supplier the delivery contract of the equipment and execution of works on system deployment of control of access control and the order of a power supply with commissioning[4]. The volume of the contract was 575.45 million rubles.
