VEB and the mayor's office of Grozny will test technology of a blockchain

The center a blockchain competences and digital transformations of Vnesheconombank (VEB) and the mayor of Grozny Ibrahim Zakriyev was started in the summer of 2018 by two pilot projects on a blockchain on management of housing and communal services and rent municipal property, says institute of development[1].

Systems will allow to save on a blockchain in the short term up to 20% of the budget for administration of housing and public utilities and the municipal areas,  I. Zakriyev's words are cited in the message of VEB. Pilots will last about three months then it will be possible to estimate their efficiency, the representative of VEB specifies.

The project for management of housing and communal services is created based on Hyperledger Fabric blockchain, the head of the center tells a blockchain competences Vladimir Dyomin. A system gives to residents of Grozny access to all history of the added utility charges, and bodies of a state administration can optimize management and analytics.

The blockchain nodes (confirming it to transaction) are located in the center a blockchain competences of VEB and in the mayor's office of Grozny, V. Dyomin tells.

The second project on signing of the contracts on commissioning of the objects of municipal property was developed on Ethereum blockchain, V. Dyomin explains. Agreements to a blockchain are entered by representatives of municipality, all in this blockchain at the current stage there will be four nodes (two in municipality, two in VEB). And the smart contract (the electronic agreement which is performed at approach of the predeterminated conditions) allows to control payments under these agreements, V. Dyomin assures.
