In Novocheboksarsk the "pilot" zone of Bezopasny gorod agrarian and industrial Complex is created

The companies "Rostelecom" and "Quorus AKS" completed development of the project documentation and created in the city Novocheboksarsk of the Chuvash Republic a "pilot" zone of the Hardware-software Complex (HSC) "Safe city". The deployed site will allow to fulfill effective mechanisms of interaction of services of the emergency reaction.

Works were carried out by request of the Office of Civil Defense and emergencies of the municipal entity. In course of execution of the contract solutions on integration of video surveillance systems, video analytics and providing emergency calls on number "112" through a single platform are implemented.

For a trial project startup Rostelecom provided the Uniform Service on Duty and Dispatching (USDD) of Novocheboksarsk with optical communication links and equipped it with the equipment for data transmission, connection of telephony and channel switching of "System-112" using E1 digital stream. Besides, the company provided EDDS 50 of phone numbers for an exit to uniform number of rescue services.

The video cameras installed in the city are configured on automatic recognition of a broad spectrum of unusual situations. At emergence of danger the signal of incident is given to the operator who makes out departure of intelligence agencies. The complex is really capable to make Novocheboksarsk even more protected", - the acting as the branch director in the Chuvash Republic told Rostelecom companies Igor Toporov.

In crowded places of Novocheboksarsk about 30 cameras are mounted today. Exercises concerning rapid response to the non-staff situations revealed by a system are held successfully. Video cameras broadcast on monitors in police station the image in a system online 24 hours a day. The special system of video analytics scans it regarding atypical behavior of people, unauthorized mass accumulations and fights. She also "sees" the left objects, smoke, naked flame, the road accidents, disappearance of street objects. At detection of danger a system gives a sound signal to the operator who reports data in the relevant structures, and those, in turn, immediately leave to the address.

"The developed project documentation and the unrolled "pilot" create good base not only for further development of Bezopasny gorod agrarian and industrial Complex, but also for implementation of the System-112 project in Chuvashia. Using the Koordkom platform which is already used systems-112 in more than 15 regions of the country and also the products created by us it is real to reduce time of reaction of intelligence agencies for unusual situations by integration of information from various sources and sensors today. The saved minutes and even seconds can save someone's health, property or to save life", - the CEO of Quorus AKS Andrey Kurov noted.

The Koordkom platform represents the universal special software for systems connected with the emergency reaction. The notification of necessary services about receipt of a call on number 112 happens to its help within 35 seconds. Use of the platform in other territorial subjects of the Russian Federation allowed to increase performance of work of personnel by 3-4 times.

The integration bus developed by Quorus AKS on the basis of the software with the open code allows to integrate the existing and perspective information systems in one complex and to provide emergency services with disturbing information from various sensors and systems of control and surveillance. Thanks to such mechanism rescuers will not only receive quickly a call, but also to have a maximum of data on the incident.

Bezopasny gorod agrarian and industrial Complex works in the test mode. The project has every chance to become a reliable link in the system of ensuring protection of residents of Novocheboksarsk against possible threats and opens additional opportunities for the automated operational joint work of all services and managements of municipality.
