The IT company completed an implementation project of the automated control system for personnel the BOSS-personnel officer in Administration of the city district of the city of Voronezh.
Objectives
For increase in efficiency of the HR policy and standardization of personnel transactions in structural divisions of Administration of the city district of the city of Voronezh the decision to create the unified information system of personnel records and personnel management was made. The automated system would allow to optimize work of specialists of HR departments, to save them from accomplishment of routine transactions at human resource management, when accounting all in-house and organizational and administrative documentation and also preparation of the regulated reporting for RPF and Rosstat.
Based on an open competition the right to project implementation was acquired by IT company. The proposed solution BOSS-PERSONNEL OFFICER on the Microsoft SQL Server platform is selected as the most optimal on a ratio "functionality-technological effectiveness-cost".
Solution
The implementation project of a HRM system is implemented in five months. At first specialists of IT executed inspection of the existing personnel management system, developed technical specifications and created requirements for the BOSS-PERSONNEL OFFICER setup under features of personnel work in the city administration. Then unrolled a system in workplaces and put into trial operation during which consultations of users and administrators were held, additional functions in the program were configured. Also the IT performed converting of accumulated information on personnel of Administration from different formats and databases in the uniform BOSS-PERSONNEL OFFICER base.
In composition three modules: "Staff list", Registration of personnel and "Accounting for RPF". Basic processes of personnel document flow are automated: storage and processing of complete personnel information from selection, movements of employees and maintaining personal cards before a design of business trips and holidays; maintaining and planning of the staff list; accounting of candidates and personal data on them (the undergone certifications, qualification examinations and retraining of personnel). Automatic formation of report forms according to requirements of the Pension fund and Rosstat is configured.
Result
Now the automated system successfully works at eight workplaces of heads and the staff of HR departments of City administration of Voronezh. The created uniform HRM system allows the management of Administration to obtain operational information on any question connected with structure of the organization, the staff list and vacancies that provides effective formation and planning of a talent pool of body of municipal authority.
