In Chita 89 boundaries of photovideo fixing are set

Within the Safe City program in Chita the Monitoring center of a system of photovideo fixing of violations of traffic regulations and the Data processing center are open. As the designer and the contractor of the project the resident of the Novosibirsk Academpark, the East company AT Consulting acted. The platform developed by it provided automation of video monitoring in Zabaykalsky Krai.

During the project in Chita 89 boundaries of photovideo fixing are set. If a system fixes violation of traffic regulations, to the owner of the vehicle the resolution on administrative prosecution is sent. Besides, 131 cameras of a subsystem of monitoring of a surrounding situation are mounted, and 8 of them conduct monitoring of a fire-dangerous situation in forests near Chita. Also five mobile complexes of fixing of the traffic offenses and 30 mobile complexes monitoring violations of the high-speed mode work.

Thanks to an automated system of video control became possible to receive and process large volumes of data from the cameras mounted in the city in real time. In case of the situations threatening health and life of people, these data are quickly transferred to security services of law and order and other emergency services of the city.

The images received from complexes of photo and video fixing can be increased and considered in parts. The image is stored in such quality up to five days. After this time the picture is "squeezed" and in the reduced option all videos from different points of the city are stored in base within a month. In the long term a system will allow to identify persons of people.

According to the chief TSAFAP of UGIBDD of Regional Office of the Ministry of Internal Affairs of Russia across Zabaykalsky Krai of Sergey Chaplygin, the Safe City system already proved the efficiency. Only for the first four months 2016 in Chita on streets where the cameras are mounted, almost on a quarter the number of road accident, including more decreased than for 60 percent there were less accidents with a lethal outcome.

"In project plans development of the module of video analytics and creation of additional services of "the smart city" on the Smart-Kit platform, – Dmitry Gokov, the CEO of AT Consulting tells the East. – For example, monitoring of public transport. We will be able to analyze the movement of buses, share taxis, to watch when the machine left on run, descended from it or it appeared not in that place. Thanks to such service, when carrying out tenders on right to use of a route, we will see who has what discipline – from violations of traffic regulations to deviations from the route diagram".
