2020: Implementing solution "Smart Traffic Light"
On February 27, 2020 the Technoserv company announced project completion on creation in Novomoskovsk of Tula region of elements of "The smart city".
Tula region actively implements the Smart City project. Tula and Novomoskovsk became the pilot cities. The purpose – formation of an effective management system for municipal economy, creation of safe and comfortable conditions for life of citizens. The Smart City — Novomoskovsk project is implemented in 16 directions: these are housing sectors, public security, the municipal government and transport. The full-fledged virtual double of the real city is created. Elements of the Smart City system are going to be integrated into the existing regional IT infrastructure.
Technoserv implemented the solution "Smart Traffic Light" which is a part of the section "Smart city transport" of the Smart City project in Novomoskovsk. The company unrolled a traffic security hardware and software system which is intended for automatic control of a flow of transport at increase/lowering of load of the carriageway depending on time of day, a day of the week, season, weather conditions, etc. The solution is constructed on products of the Russian developers. The administration of the municipal entity of the city of Novomoskovsk acted as the customer.
At 12 intersections of Novomoskovsk complexes which central elements were video cameras and special road controllers were set. Thanks to specialized software video cameras will recognize registration signs of vehicles, determine density and average speed of a flow. Collected data are transferred to the controller which makes decisions on reduction or prolongation of duration of a green signal of the traffic light. Further statistics which is saved up for a five-minute interval is transferred to the central point for processing. After the analysis of statistical data a system automatically makes the decision on inclusion of the necessary programs of coordination on traffic light objects. So the automatic mode allows to manage effectively traffic flows, increasing quality of "green waves". At the same time there is a possibility of ensuring manual control traffic light objects for priority journey of vehicles of the emergency and special services ("the green street"). In use the solution samoobuchatsya on the basis of collected statistics, and use of artificial intelligence technology increases adaptivity of management of traffic flows.
Also the solution, in addition to intersections, helped to secure the non-regulated crosswalk on the street of Kuibyshev near "The children's park". It was equipped with LED signs and lamps, motion sensors and information displays. At approach of the pedestrian to "zebra" on the information displays set for 150 meters before transition the text "Carefully, the pedestrian lights up!", beforehand warning drivers about need to reduce speed. Transition became the most visible and safe for all participants of the movement.
All interested services of the city can obtain the data collected by the implemented solution within the competences. For example, law enforcement agencies use base of the recognized registration signs of vehicles for implementation of investigation and search operations, and road services – the image from video cameras for analytics of a status of a paving, control of cleaning and repair of a roadbed.
"The implemented solution conforms to several basic and additional requirements stated in the Smart City standard approved by the Ministry of Construction, Housing and Utilities of the Russian Federation and the Strategy of traffic safety in the Russian Federation for 2018-2024 at once. Implementation of modern technologies allowed to increase efficiency and safety of use of roads of Novomoskovsk within operation of the current road infrastructure. While investments on implementation of similar projects it is required 10 times less than at capital construction. An additional bonus is that the solution architecture allows to develop it and to integrate with other systems, receiving new benefits. For example, it is possible to add it with elements of fixing of violations of traffic regulations, what and meteomonitoring, to connect with the center of the organization of traffic. The service of court ushers, insurance companies and other organizations can be also interested in the collected data", |
