City administration of Tomsk (ADC-Planning)

Today all line of software products of BFT Company supports the electronic signature that allows to create within all integrated information systems end-to-end legally significant electronic document management not only on regional, but also on municipal levels. One of such projects is successfully implemented by BFT Company in Tomsk.

"Reduction of paper document flow, cost reduction and considerable acceleration of all processes connected with management of municipal finance was the purposes of implementation of legitimate legally significant electronic document management" - the head of the department of finance of Tomsk I.Yu. Yartseva (the Byudzhet magazine No. 3, 2012) shares experience and results of project implementation in the article "Use of the EDS in Management Systems for Municipal Finance of the City of Tomsk".

Since July 1, 2011 the Finance department of Tomsk passed to document flow only in electronic form using the legitimate legally significant electronic signature in management systems for municipal finance of "ADC-Finance", "ATsK-Munitsipalny the order", "ADC-Planning", developed by BFT Company. As result – reduction of time and labor costs for work with documents (up to 7%). In particular, to the main managers (managers), receivers of budgetary funds, to municipal authorities it is not necessary to provide them on paper carriers in Finance department any more, there is no need to check identity of electronic and paper carrier of the document, compliance of signatures and an impress of a seal, etc.

Application of the legally significant electronic signature in the system of treasurer budget implementation increased efficiency of participants of budget process, increased the speed of cash write-off from the uniform budget account, provided municipal authorities with statements from personal accounts in electronic form, allowed to save budgetary funds due to reduction of transportation costs and expenses on paper (to 33%) and reductions of time for document transfer from the main manager of budgetary funds in Finance department and back.

In the nearest future legally significant electronic document management will be used at implementation in Tomsk of an automated system of control and auditing process of "ACC-Budget Control". Due to integration of all management systems for municipal finance auditors will get access to the saved-up base of primary documentation, including municipal contracts and agreements, for holding control actions directly from a workplace. In the long term legally significant electronic document management is going to be used also in the system of collecting of the budget reporting via the Internet by its providing budgetary funds by the main managers in Finance department.
