Cognitive Technologies automates purchases of the Vladimir region

On July 24, 2018 Cognitive Technologies announced implementation in the Vladimir region schedule systems and carrying out purchases.

In July, 2017 Cognitive Technologies signed the contract with department of the property and land relations of administration of the Vladimir region (Department) on rendering services in creation, development and ensuring functioning of regional automated information system of planning and placement of the state order within the state program of the Vladimir region "Information society (2014-2020)".

Development and deployment of the AIS "State order" was executed by specialists of Cognitive Technologies on the basis of a management system for purchases "E1 - Purchases". The solution was implemented according to the SaaS model in compliance with which the developer manages the software placed on own equipment including installation, updating, ensuring working capacity, data protection from unauthorized access and providing access to state customers and authorized body in Personal accounts via the web interface. At the same time the developer provides the carrying out a package of measures for physical and information security guaranteeing integrity and confidentiality of the data processed in the AIS "State order".

Input of schedule system and carrying out purchases into operation allowed the Vladimir region to pass to electronic document management between state customers and authorized body, to exercise control of each purchase on compliance of a position of the plan of the diagram of purchases of a gosakazchik, to carry out approval of purchases of the main managers of budgetary funds, to reduce quantity of errors by preparation of procurement documentation and to reduce time for its check, to automate process of formation of the analytical reporting for authorized body and also it is essential to reduce time necessary for placement of the notification on purchase in the Unified information system.
