"Ay-Ti Business Group" will deliver software for automation of parkings of the capital

On February 11, 2016 "The uniform parking space of the city of Moscow" (AIS EPP) with initial (maximum) at the cost of contract of 310 million rubles, announced by the Moscow Department of Information Technology (by means of the Moscow Department for Competition Policy became known of tender on delivery of the software of a DB for storage and data processing of automated information system as the authorized person) on February 8, 2016^[1].

Technical requirements to tender assume delivery of the simple (non-exclusive) software licenses Oracle Database Enterprise Edition, Oracle Real Application Clusters, Oracle Partitioning, Oracle Spatial and Graph, Oracle Active Data Guard, certificates to technical support of this software.

The equipment of Oracle does not enter purchase – at the expense of budget funds only software is purchased.

Network resource "The expert center of the electronic state" quoted the statement of DIT: "It is planned purchase of additional licenses of the product Oracle Database which are necessary for significant increase in fault tolerance, availability and stability of the AIS "Uniform Parking Space" and its services".

According to an explanation of department, in architecture of EPP from the moment of its creation in 2012 as DBMS Oracle Database EE of 12 pages is used. To replace DBMS at this stage, it would be required to remake completely all system architecture that involves big costs. In the register of domestic software there is no DBMS providing compatibility with EPP in its current form yet.

In 2016 prohibition on acquisition of import software for budget funds without "justification of impossibility of observance of prohibition on the admission of the software coming from the foreign states for the purposes of implementation of purchases for ensuring the state and municipal needs" began to work.

At placement of the tender documentation on February 8, 2016 in a set of documents such justification was absent and it was added on February 10, 2016 to the section by "Explanations of provisions of documentation on an electronic auction". DIT regarded it as "small technical failure" during placement of documents.

In the document the impossibility to use domestic software is proved by the fact that "software which is included in the register and which corresponds to the same class software, as software planned to purchase, on the functional, technical and (or) utilization properties does not conform to the requirements to the software planned to purchase set by the customer".

Requests for this tender are accepted till February 24, 2016, opening of envelopes with requests is appointed to February 25, 2016, the winner should be defined on February 29, 2016.

Start of Project

On February 29, 2016 it became known of a victory of "Ay-Ti Business Group" company in tender of the Moscow Department of Information Technology on delivery of the software of databases^[2].
