Softline bypassed Rostelecom and won a competition for the development of communication services for civil servants for 656 million rubles

In addition to Softline, Rostelecom and ITK participated in the competition. The source of financing for the project is the federal budget of the Russian Federation. The term for the provision of services is from the date of conclusion of the contract to October 20, 2026 inclusive.

As stated in the terms of reference, AWS CS are electronic services provided on the basis of domestic software designed for information interaction in the implementation of professional activities of civil servants and (or) employees of the company. As part of the contract, the contractor must ensure stable and uninterrupted operation of the AWS CS in the cloud.

The platform will include various components and services. These are, in particular, an e-mail module (including a calendar and a service for viewing information about the organizational structure), a file storage, an office suite, a module for exchanging instant electronic messages and making audio-video calls, tools for administration, authentication and authorization, as well as integration tools with external information systems.

Services should be provided on the basis of domestic software included in the Unified Register of Russian Programs for Electronic Computers and Databases. The client software can include a web version, as well as mobile and desktop applications. To ensure fault tolerance of services operation, the contractor shall use at least three engineering independent data centers.^[1]
