Investigators will check the contract for the supply of the Ministry of Internal Affairs devices for the analysis of smartphones for 25.8 million rubles

On January 25, 2023, it became known about the inspection carried out by the Main Investigation Department of the Investigative Committee of the Russian Federation in Moscow in relation to the state contract for the supply of hardware and software systems for the collection, research and analysis of data from mobile devices.

According to RBC, citing informed sources, in April 2021, the North Caucasus District Logistics Department of the Ministry of Internal Affairs signed a state contract with Lan-Project LLC. The company was supposed to supply complexes for collecting data from smartphones by September of that year. The order was fully paid, but according to the investigation, the supplied complexes did not meet the requirements of the contract.

According to the investigation, we are talking about the damage of the Ministry of Internal Affairs in 25.8 million rubles. According to the data on the public procurement website, a total of 17 sets of two types were purchased. It states that "Lan-Project" also charged a penalty in the amount of 134,000 rubles due to the delay in the fulfillment of obligations by the supplier under the contract.

According to RBC, the check is carried out in one of the departments of the Investigation Department for the Central Administrative District of the Moscow Administration of the TFR on the fact of fraud on an especially large scale (part 4 of article 159 of the Criminal Code).

Lan-Project specializes in the supply of equipment and programs for regional police logistics departments and for the Investigative Committee. The company also supplies power structures with hardware and software complexes for collecting, researching and analyzing data from mobile devices, provides services for granting licenses for software, including the Mobile Forensic Scientist program. According to the SPARK-Interfax system, in 2021 the company entered into 66 state contracts for 217.2 million rubles, in 2022 - 43 contracts for 191.3 million rubles. The main customers of Lan-Project LLC in 2021 were the regional logistics departments of the Ministry of Internal Affairs, as well as the Investigative Committee.^[1]
