The structure of Rostelecom for ₽131 million will create a portal for patients with diabetes. The contract has already been concluded

The joint venture Rostelecom"" and the Laboratory medicalinformation technology "Element" - "" RTK-Element- became the winner of the competition for the creation of a single information resource aimed at the prevention, early detection and increase of adherence to the treatment of diabetes mellitus. The contract price amounted to ₽130,7 million, a decrease of 0.3%. The organizer of the competition was National Medical Research Center of Endocrinology of the Ministry of Health of Russia in May 2025.

According to the terms of reference, the contractor must develop a portal with modules of the personal account of patients and medical workers during 2025-2026. There they will be able to form their own route to control the main parameters of the body, the course of the disease and improve the quality of life.

Two more companies competed for a row, ready to reduce the price by 5% and 9%, respectively. However, they received a lower rating in terms of quality characteristics and could not win the competition.

The patient profile will include a personal questionnaire, calculator and scale, self-monitoring diary and personal itinerary. It will include individual selection of the diet, tablet and accounting of consumables, as well as a service for selecting a program of physical activity. A section of content with video materials from the School of Diabetes Mellitus will be integrated into the portal.

The information will be entered by the patient independently when registering on the portal. Personal data can be integrated with the public services portal to simplify the user authorization procedure.

For the survey, the portal will contain several specialized tools:

• Findrisc questionnaire;
• Nutrition Assessment Questionnaire;
• Score scale;
• Beck scale;
• the Dutch Eating Questionnaire;
• hunger and saturation scale;
• body mass index calculator.

The office of the medical worker will be aimed at expert development, including the possibility of taking online courses and educational activities. It is envisaged to form a personal trajectory for the development of competencies depending on the level of education and specialization with the transition to the personal account of a medical worker on the NMO portal.^[1]
