ERA-GLONASS refuses use of the American ArcGIS system

Following import substitution trends GLONASS joint-stock company - operator of a system of the emergency response to accidents of ERA-GLONASS, decided to replace American software of ArcGIS Server with the Russian analog.

Request for proposals on substitution of the foreign solution and updating of the cartographic database was announced on November 11, 2017. On November 16 the results of this tender were already summed up.^[1]

ERA-GLONASS will get rid of the American component

One company - Geocentre-Consulting became the procurement participant. It suggested to satisfy all terms of the contract for 12.6 million rubles, at the initial cost of the agreement of 13.3 million rubles. As a result request for proposals was declared not valid, and the commission of the customer made the decision to sign the contract with the only participant.

Geocentre-Consulting, according to data from the website of the company, works more than 15 years in the field of geoinformatics in Russia and abroad, being a developer in the field of digital cartography and GIS technologies. All cartographic digital products of the company are based on a uniform basic data set of "RuMap" (Rumep) which covers the territory of the whole world and includes geospatial data of different detailing.

The company, within the project, till December 15, 2017 should replace the software of ArcGIS Server 10 Enterprise Advanced as a part of the navigation and information platform of the ERA-GLONASS system with the Russian solution and to update cartographic databases.

Based on ArcGIS Server in "ERA-GLONASS" the cartographic server is implemented. It is intended for management of cartographic information in respect of selection and data mapping, accomplishment of search queries. Besides, it performs basic geometrical functions during the work with geospatial data – determination of distances, transformation of coordinates, drawing of graphic primitives.

Updating of cards should contain information on location of kilometer columns of federal highways, on borders of federal and regional districts and also data of the All-Russian Classifier of Territories of Municipal Units (ARCTMU) in ERA-GLONASS.

As noted in terms of reference of the customer, the accuracy of position fix of the vehicle at road accident or other incident on roads of the Russian Federation depends on relevance of the cartographic information which is contained in GAIS "ERA-GLONASS" and, as a result, the speed of reaction of services of the emergency reaction. Probability of rendering the timely help is higher in case of the exact indication of location of victims.
