EDMS of the Moscow region moved with Oracle to PostgreSQL

2016: Migration from Oracle DBMS on PostgreSQL

The ministry of public administration, information technologies and communications of the Moscow region completed the work on migration of the database interdepartmental EDMS the region (MSED) with DBMS Oracle on the free extended object and relational DBMS – PostgreSQL told TAdviser in department in March, 2016.

According to the minister of public administration, information technologies and communication of the Moscow region Maksut Shadayev, from the moment of implementation at the end of 2013 MSED was widely adopted in regional and municipal authorities and also their subordinated organizations: the total quantity of the organizations connected to MSED makes more than 6 thousand. In a system more than 42 thousand users are registered, and the number of at the same time working users exceeds 12 thousand a day.

Shadayev notes that it was necessary to carry out change of DBMS to extremely short time. Migration process more than 17.5 million documents took only two days: "We could make all this quickly thanks to preparatory work which conducted about three months", the minister explained TAdviser. Work was carried out with assistance of Postgres Professional.

In 2015 Maksut Shadayev told TAdviser that MSED - only one of systems which are going to be transferred to DBMS with the open code: some other the large systems of the region also should move to it.

Transfer of MSED on PostgreSQL in terms of the scale of the carried-out works was a significant stage on implementation, directed to failure from use of the proprietary software in the Government of the Moscow region, note in the ministry.

The area tries everywhere where it is possible, to refuse proprietary DBMS for benefit of solutions with the open code. We have several cases which show that it is quite feasible task. It is necessary to emphasize that if already created and working system is based on foreign DBMS, for example, of Oracle or Microsoft, the ministry should consider always attentively how much migration on the free software will cost and whether will lead it to economy. If we do not receive economy for the budget, we do not make the decision on transition, - Maksut Shadayev said.

The CEO of Postgres Professional Oleg Bartunov considers that the project of migration of MSED on PostgreSQL is very important for the country, first of all, as an example of transition of a crucial state system on freely extended by software with domestic support.

2014: Start of EDMS based on the solution "Practice"

Interdepartmental EDMS of the Moscow region is constructed based on the Kazan EDMS "Practice". Its users are both the central state agencies of the Moscow region, and the public and municipal budgetary institutions, the unitary enterprises and also the commercial organizations in which authorized capital there is share of budget funds of the region.

According to the order of the regional governor, since January, 2014 in a system it has to be corresponded between the central executive bodies of the government of Moscow region and state bodies of Moscow region, except for the documents of the strict accounting and documents containing the data relating to the state secret.
