2023: Migration of the register of domestic software to Red OS
NII Voskhod and RED SOFT implemented a project for the migration of the Federal State Information System (FGIS) "Registers of programs for electronic computers and databases" to the RED OS operating system. Red Soft announced this on November 21, 2023.
The register of Russian software, created on the basis of the requirements of Article 12.1 of the Federal Law "On Information, Information Technologies and Information Protection" and Government Decree No. 1236 of 16.11.2015, began work on January 1, 2016. In 2019, in addition to it, a register of Eurasian software was introduced - a list of software products available in Russia of the member states of the Eurasian Economic Union. To effectively manage these registers on a single technological site, on the initiative of the Ministry of Digital Development of the Russian Federation, the FSIS "Registers of programs for electronic computers and databases" was created.
The design and development of the information system was carried out during 2020-2021. In 2022, the development of the FSIS continued. The state unified cloud platform (GEOP, Gosoblako) was migrated, certification was passed. The agency reserves the authority to develop regulations and requirements for the system, and the role of the register operator is assigned to the Voskhod Research Institute.
The main goals of the creation of the FSIS: expanding the use ON of software and hardware systems, information about which is included in the register Russian software and the Eurasian register; ON provision of state support measures to software owners.
In the functional part, the FSIS ensures the maintenance of registers of Russian and Eurasian software (inclusion, modification, exclusion and examination of information about software), automated submission of applications by copyright holders and their consideration by the expert council and the authorized body (including integration with SMEV), and the formation of analytical reports.
By 2023, the FSIS operator concentrated on developing the functionality of the system in accordance with the latest requirements of Government Decree No. 1236, on its technical support and on monitoring the updating of data in registers. As of November 2023, more than 45,700 users are registered in the system, and its databases contain more than 18600 entries, including more than 17,460 entries in the Russian software registry. About 10,000 registry entries are updated annually.
The created system configuration operates on the basis of RED OS - the Russian general-purpose operating system of the Linux family for servers and workstations. The product is certified by the FSTEC of Russia, which confirms its compliance with information security requirements and allows its use in state information systems and personal data information systems up to and including class 1. This is a composite software product built on the RPM-format package base that meets the POSIX and LSB 4.1 (Linux Standard Base) requirements. RED OS development is carried out in the closed RED SOFT circuit, the source codes and packages are located in the RED OS own repository located in the Russian Federation.
