2016: The Federal Agency for Fishery upgrades EDMS

According to the results of two open competitions the Digital Design IT company at the end of 2016 was selected by the contractor and started project implementation on upgrade and maintenance of the electronic document management system (EDMS) of Federal Agency for Fishery (Rosrybolovstvo). Within works the service pack will be set to the customer and also the module of interdepartmental electronic document management (MEDO) to the latest version is updated.

EDMS of Rosrybolovstvo is implemented based on the solution "Administrative Office-work" for the Docsvision platform, it is successfully used by over 350 specialists participating in the basic automated document flow processes, among which work with tasks, with documents and their approval, control of execution of instructions, creation of reports and others. EDMS is integrated with the MEDO federal system providing effective paperless legally significant document flow via a secure channel of communication.

Specialists Digital Design perform works on updating of the EDMS platform and also the solution "Administrative Office-work" for ensuring the most effective functioning of a system.

In work flow on the second public contract the contractor upgrades EDMS regarding updating of the module MEDO to the current version 2.7. It will give to specialists of Rosrybolovstvo the chance to freely use electronic signatures in interdepartmental electronic document management and to exchange documents on MEDO channels according to requirements of the Order of the Ministry of Telecom and Mass Communications of 6/27/2015 No. 186/258.

According to the results of projects fall forward and efficiency of transactions with documents in EDMS of Rosrybolovstvo and also in the MEDO system will be provided. The works are going to be completed until the end of the year.

2012: Rosrybolovstvo is going to break off the relations with Digital Design integrator

The Federal Agency for Fishery (Rosrybolovstvo) is going to break off the relations with Digital Design integrator and if it is required, to take the company to court, in December, 2012 the deputy administrator of the center of public relations of the agency Sergej Gorbachev told CNews. According to him, Rosrybolovstvo extremely discontentedly how Digital Design performs works on the government contract.

The contract in question was signed in April, 2012 and among other meant upgrade of the external portal of department. It was necessary to carry out its redesign and to expand functionality. The cost of works on the website, including technical support, is about 1 million rubles. According to the working schedule, upgraded version of the portal had to become available in September, but it did not occur, Gorbachev tells. In addition to failure to meet time constraints on upgrade the contractor, according to the representative of department, also "spoiled work of the website" therefore it began to work more slowly.

"We not only are going to break off the relations with this company, but also to warn all market participants about their negligent attitude to case, - the representative of Rosrybolovstvo told CNews. - Besides, all exhaustive measures within the legislation on compensation of the incured costs, including if it is required, legal prosecution will be taken".

The CEO of Digital Design Andrey Fedorov reported to CNews that on December 5 his company received from Rosrybolovstvo the letter on quality of the rendered services in this connection it "will take a number of the measures directed to gain of control over the project".

In addition to upgrade and support of the external portal of work on the contract with Rosrybolovstvo also include services in administration and maintenance of an electronic document management system, a digital library and the internal portal. Digital Design says that the letter on quality of works from Rosrybolovstvo has the general character and in it it is not told about specific services.

Term execution of the government contract comes to an end on December 31, 2012. Digital Design is sure that all services will be rendered in its framework before this date in full.

It should be noted that Rosrybolovstvo cooperates with Digital Design not the first year. So, since 2008 the company implemented in department of EDMS, and in 2011 performed works on its conversion. Rosrybolovstvo says that to EDMS they also have claims. "A system works incorrectly", the representative of department says.

However, according to the response signed by the deputy chief of administration management of Rosrybolovstvo V.V. Korolev on October 18, 2012 (it is addressed to the director of the Moscow representative office of Digital Disign Tatyana Baklanova) works on development of the workflow system (the government contract of June 26, 2012) "were performed in time and with proper quality" (see the copy of a response).

Digital Design is based in St. Petersburg and works at the market since 1992. Among her clients - the Russian Railway, Sberbank, the Government of Murmansk region, etc. Revenue of the company in 2011 made 950.6 million rubles.

2011-2012: Start

The Digital Design company began with summer of 2011 the project on conversion of an electronic document management system and modification of external and internal portals of Federal Agency for Fishery. Main objectives is ensuring development of functionality of EDMS, increase in comfort of use of portals and also ensuring smooth operation of systems.

Within the first part of the project specialists of Digital Design were going to carry out upgrade of the existing EDMS based on DocsVision. In Rosrybolovstvo process of approval of documents will be automated and the guarantee of their legal importance thanks to the electronic digital signature is provided. Besides, experts of Digital Design will make changes to the block of integration of EDMS with the system of interdepartmental electronic document management. Also specialized reports and means of virtualization of data will be developed.

During work on modification of portals specialists of Digital Design are going to transfer the internal portal to the integrated Microsoft Office SharePoint Server 2010 platform, to expand functionality and to develop the concept of its development as the instrument of work of the public servant. Also the external portal of Rosrybolovstvo regarding process control of Citizens appeal and the Center of Public Relations node will be finished.

In September, 2012 Digital Design completed the next stage of the project on creation of electronic web archive based on Docsvision and Microsoft Office SharePoint Server for Federal Agency for Fishery (Rosrybolovstvo). Within the implemented solution it is going to create a basis for industry library of knowledge in the field. The integrated information space of the agency with 20 Territorial Departments and several tens subordinated organizations and the accessibility to documents and data of divisions via the general interface will become a result.

Thanks to this solution the staff of Rosrybolovstvo will have new search capabilities on all information resources and navigation between objects. The project represents significant promotion in the direction of creation of data exchange systems and the documents integrating several organizations. In a work progress modern web technologies which will allow to browse materials of different formats are used: video, images, texts, numeric data.

Work in a system is available at the same time to 300 users. Further connection to archive of all Territorial Departments and also most the subordinated organizations is planned.

The possibility of collecting of materials electronically from various sources and also their intellectual binding is very important for all divisions of the agency. Thus, in Rosrybolovstvo there was a question of creation of a digital library. As the contractor Digital Design owing to sufficient competences of the company of this area was selected. The command of IT integrator showed the working system having the qualitative interface and architecture, and that is for us an important factor allowing to adapt the solution for specifics of activity of Rosrybolovstvo".

Oleg Greshnev, director of the department of corporate systems, Digital Design: "Creation of an industry digital library in Rosrybolovstvo was proved by need to systematize results of research, developmental and technology works: there were essential difficulties in search of materials and providing access to them. With respect thereto there were projects which duplicative are already available in them already touched subjects were developed, and the staff of the agency had to spend a large number of time implementation, in effect, of already found solution. The similar actions repeating again and again, significantly slow down development of any organization. Implementation of electronic web archive is aimed at an exception of such situations and, as a result, economy of budgetary funds, increase in level of efficiency of the agency in general".

Within further cooperation it is going to increase the number of users of a system and also the materials stored in it.
