To improve the characteristics of GLONASS allocated 5 billion rubles. The supplier will be chosen in an atmosphere of secrecy

On September 8, 2021, the Federal Agency for Technical Regulation and Metrology (Rosstandart) began accepting tenders for the development of metrological support for the GLONASS navigation space complex. The initial price of the contract is 5.089 billion rubles No. 0173100009221000047^[1].

The development will be carried out to achieve the tactical and technical characteristics of the system for the provision of basic navigation services, navigation services of high accuracy and reliability, the tender description says.

The purchase is in the form of a closed auction. Therefore, the terms of reference and other documentation for it on the official public procurement portal has not been published, and there is no way to see the composition of the work to be carried out. Documentation is provided by customer location. And Rosstandart plans to hold an auction on October 13.

As for such a technical characteristic of GLONASS, such as accuracy, in particular, in the summer of 2021 it became known that Roscosmos after 2030 plans to improve the accuracy of GLONASS positioning to 10 cm. So far, the accuracy of satellites is 2.6 m, and with the advent of the new generation Glonass-K2, it should improve to 1.3^[2].

And in 2018, by order of Rosstandart, the modernization of stationary metrological support systems of the GLONASS system in terms of radio technical measurements was carried out in order to achieve the tactical and technical characteristics of the GLONASS system for 2020 with the code ROC "Metrology-2020."

Besides the 5-billion tender Rosstandart announced one more on the same day - on performance of developmental works on development of a complex of means of metrological support of the navigation aids of the consumer using signals of GLONASS system and the assisting radio engineering and optical systems (the code: ROC of "Car")^[3].

This purchase with an initial price of about 1.578 billion rubles is also carried out in an atmosphere of secrecy - in the form of a closed auction. Rosstandart will begin to accept applications for participation in this tender on October 8. The auction is also scheduled for October 13.

In 2019, by order of Rosstandart, work was carried out in the areas of creating and developing metrological and fundamental support for the GLONASS system in the interests of expanding the introduction of domestic satellite navigation technologies and services with its use in the interests of special and civilian consumers.
