2012: FCS regretted that it entrusted implementation of EDMS to civil engineering firm

As TAdviser knew on April 10, 2013,FCS terminated the government contract concluded in November, 2011 with Mosoblstroy company on delivery of the EDMS software and hardware complexes to customs authorities of the Volga region.

In its framework implementation of EDMS using the EDS based on OPTIMA-WorkFlow in customs authority in Nizhny Novgorod, Bashkortostan, Orenburg, Perm, Samara, Tatarstan customs and some other was supposed.

Large-scale implementation of OPTIMA-WorkFlow in customs authorities was carried out in 2006-2010. In the tender documentation to tender on implementation of this EDMS in the Volga region it is said that these works are carried out "for the purpose of implementation of further system implementation on objects of customs authorities".

The contract was terminated on the basis of the decision of arbitration court where FCS with the corresponding claim to Mosoblstroy addressed. As it appears from the judgment, the basis for the address was the fact that the contractor received from department advance payment about 5 million rubles that made 30% of the total price of the contract, however obligations for it were not fulfilled and did not perform delivery. In the same place it is said that at the same time Mosoblstroy ignored inquiries of FCS for the delivery course.

In the protocol of summing up the tender it is specified that Mosoblstroy it was the only participant of tender of FCS on implementation of EDMS. According to the USRLE, the only type of economic activity which is conducted by the company is construction of buildings and constructions.

2006-2010

The Optima company completed the works on design and commissioning of the automated electronic document management system (the EXPERT of e-document flow) in the Federal Customs Service. In more detail about this project it is possible to read here.

Comment of the press service of the Optima Group:

The Optima group expresses a regret that customs authorities of the Volga region faced the fact of unfair obligation fulfillment by Mosoblstroy company. This company has no relation to software solutions of the Optima Group, including the EDMS OPTIMA-WorkFlow platform. The Mosoblstroy company never appealed to the Optima Group to render assistance in implementation of the specified software product. We report that according to the results of new competition which was announced by the Volga Customs Authority FCS of Russia the Optima Group as the direct solution designer, starts rendering implementation services of the automated electronic document management system using the electronic digital signature.
