The Federal Agency for State Property Management (Federal Property Management Agency) is switching to Russian office software. On April 20, 2017, the agency chose the supplier of the relevant licenses.[1]
Customer Challenges
The customer needed text editors, tables and presentations, as well as a mail client. All solutions had to work on the operating systems Windows (XP, 7, 8) and Linux (Astra Linux Special Edition, ALT Linux, Aurora Linux). At the same time, office applications were to be included in the register of Russian programs.
Additionally, it was necessary to migrate from previously used solutions, ensure the integration of the delivered products with the electronic document management system and train users.
Selected Solution
Only New Cloud solutions met all customer requirements. During the project, they should be finalized for missing functions.
Project parameters (dates, volumes)
SoftLine Trade was selected as the supplier of software products on a non-alternative basis. There were no applications from other companies for the auction of the department.
The cost of the contract amounted to about 8.9 million rubles. This amount includes the delivery of 1,000 indefinite licenses for office software packages, which must be transferred to the department within 30 days from the date of conclusion of the contract. At the same time, a total of 3.6 thousand employees work in the Federal Property Management Agency, including territorial bodies.
The head of the MyOffice direction of the Softline group of companies Dmitry Sorokin told TAdviser that Softline had previously sold this product, but this contract is one of the largest in the practice of their company.
Speaking about the prospects for demand for MyOffice, Sorokin noted that changes in the legislative landscape are such that the trend for import substitution remains relevant.
I do not yet see the reasons why this trend will be reversed. In this regard, I am optimistic about the sale of Russian software in structures that are ordered to use software from the Unified Register of Russian programs for electronic computers and databases. |
Challenges and complexities of the project
The implementation project is divided into several time segments, within the framework of which it is planned, including the development of the office product itself, integration with SED, migration of all customer departments and user training.
Implementation Plan:
- March - April 2017. Testing of MyOffice Standard in the ICU of the Central Office (UIT) of the Federal Property Management Agency. Received the reverse communication for missing functions. Most of the required functions are reflected in the product development plans for 2017
- June - August 2017. Document management audit. Project of testing of compatibility of the editor of the text of MyOffice with EDMS of Rosimushchestvo. Result - correct opening of documents more than 95%
- August - November 2017. Profile users. Start implementation. The project involves more than 30% of users, covers all departments and departments Result - a new release "My Office," which takes into account the main needs of employees of the Federal Property Management Agency
- January - March 2018. Business Process Analysis. Development of integration plan with SED taking into account document flow requirements. Preparation of implementation map for the remaining units taking into account the MyOffice product development plan for 2018
- March - May 2018. Preparatory activities prior to migration of all units. Develop a training program for all users based on authorized training centers for each product and implementation methods
