Rosavtodor is moving to Russian virtualization software. VMware has become inconvenient and dangerous to use

In March 2023, the Information and Analytical Center of the Federal Road Agency (Rosavtodor) published a request for price proposals for import substitution of virtualization environment software of the^[1]. Proposals are accepted until April 1.

The published terms of reference for the request for prices states that Rosavtodor's IT infrastructure is currently built on the virtualization system of the American developer Vmware. About 300 virtual machines are deployed on it, ensuring the functioning of information systems and services of the department.

Vmware products have been terminated by the 31.03.2022 FSTEC certificate of conformity, while technical support from the manufacturer is not provided due to the imposition of sanctions, which imposes certain restrictions on the use of Vmware solutions in the IT infrastructure of Rosavtodor, a subject of critical information infrastructure, the terms of reference says.

And software updates, if critical vulnerabilities are identified in it, are difficult due to the possible risks of introducing malicious bookmarks by the manufacturer, as well as established restrictions on updates from foreign sources in accordance with letters from the FSTEC of Russia.

In this regard, within the framework of import substitution measures and in accordance with the PP-1236 "On the establishment of a ban on the admission of software originating from foreign countries, for the purpose of making purchases to meet state and municipal needs," Rosavtodor provides for the import substitution of software for the virtualization environment.

One of the requirements for the solution includes the ability to increase performance and storage volumes at least twice without significantly modifying the developed architectural and technical solutions, without modifying its software - by modernizing the used complex of technical means.

From the moment of conclusion of the contract, 290 days are allotted for the project. One of the stages of the project is the migration of a pilot group of virtual machines up to 20% of the total number of virtual machines.
