The IT company completed the first development stage and implementations of the specialized solution based on BOSS-Referent: A state administration in central office and some territorial authorities of Federal Service for Labour and Employment (Rostrud). Implementation of EDMS allowed department to automate processes of office-work and document management, to solve problems of information support and automation of organizational and administrative activity.
Approach to implementation
In November, 2009 based on the tender the contractor selected IT company. Department already applied a system on the IBM Lotus Notes platform which ceased to meet the increased requirements to the provided functionality. It needed upgrade in connection with the increased number of documents, change of structure and contents of technology procedures of office-work. Therefore transition to new EDMS with broader functionality was necessary for Rostrud.

In structural divisions of central office and territorial authorities of Rostrud it was supposed to develop and implement uniform end-to-end technology of control of execution of organizational and administrative documents, to provide electronic accounting of their movement (according to internal regulations), to give an opportunity of electronic information exchange, to increase the level of information security at transfer and storage of documents. Also for convenience of information search to create the centralized storage of documents and to implement function of electronic vising during consideration, approvals and document approvals, thereby significantly having increased efficiency of control functions of the state inspectorates for work.
Implementation
IT integrator according to conditions of the public contract BOSS-Referent developed for Rostrud the specialized version of EDMS based on a system : State administration. In new EDMS all features of record keeping of department were considered: works on process optimization of document registration and their transfer from a paper format to an electronic form are performed, cooperation of a system with already functioning specialized programs which allow to scan at the same time large volumes of documentation is established, attaching automatically images of documents to the EDMS registration cards.
Now in a system about 200 employees work, however by the end of 2010 is going to continue implementation of EDMS in the state inspectorates for work that at least much will be increased by the number of users.
