Aquarius will deliver 20 thousand tablets to Rosstat

At the end of January, 2016 Rosstat announced^[1] at the choice of the supplier of tablets which will be used for preparation, carrying out, processing of materials and receiving results of the All-Russian agricultural census of 2016. The maximum price of the contract was 652.9 million rubles. According to terms of reference, Rosstat it is required to deliver 20,050 tablet computers with accessories which "will part" then on 80 of its divisions in regions, including the Crimea.

Rosstat summed up the results of biddings at the end of February. The winner became Aquarius, reduced the maximum price of an auction to 646.4 million rubles.At the Akvariusu auction the Avilex company competed. Aquarius refused to report TAdviser what tablets are going to deliver to Rosstat.

Rosstat proved the starting price of the contract by offers from several suppliers who designated the cost of one device in the range from 32.1 thousand rubles up to 33.1 thousand rubles. By data Yandex.Market for February 17, in retail of the price of tablets begin approximately from 2 thousand rubles. It is possible to bring TeXet TM-7024 tablets with the internal memory of 4 GB (1.99 thousand rubles) into examples, RoverPad Air S70 with similar memory (2.3 thousand rubles) and Oysters T74ER (2.6 thousand rubles).

There are tablets more expensive than 100 thousand rubles. For example, Fujitsu STYLISTIC Q704 i7 from 256 GB of memory and LTE (206.4 thousand rubles), Lenovo ThinkPad Helix Core from 180 GB of memory (140.8 thousand rubles), DELL Venue 11 Pro Core M from 256 GB of memory (140 thousand rubles).

At the prices comparable to the prices in terms of reference of Rosstat, it is possible to purchase such tablets as Microsoft Surface Pro 2 from 64 GB of memory (from 33 thousand rubles), Apple iPad mini 3 from 128 GB of memory and Samsung Galaxy Note 10.1 from 64 GB of memory (from 32.9 thousand rubles), HP Pro Tablet 10 from 32 GB of memory (31.4 thousand rubles).

In technical requirements to tablets for Rosstat it is specified that they should work running Android OS, to be equipped with the processor with not less than 4 cores, Bluetooth, Wi-Fi, to have amount of RAM not less than 1 GB. The weight of one device should not exceed 700 grams. The supplier will have to confirm existence on tablets a number of the certificates connected with information security.

Devices will be used as a part of an automated system of the All-Russian agricultural census (AS of VSHP-2016). It represents a uniform software and hardware complex of means for preparation for a census, scanning and recognition of machine-readable documents (forms), data entry in electronic forms on tablets, formations of the database of a census, obtaining final tables and also other transactions necessary for monitoring of preparation and carrying out a census, processing of materials of a census and receiving results.

On February 17, 2016 the head of Rosstat Alexander Surinov at the enlarged meeting of board of service said^[2]that tablets are bought on purpose to increase efficiency of its carrying out and to lower the increased load of copyists.

Expenses on a census were cut down. We were forced to exclude a number of questions in schedules, especially it concerned agricultural enterprises, country farms and individual entrepreneurs. The number of copyists is significantly laid off. As result, in comparison with a census of 2006 load of one copyist - from 6 increased to 10 objects almost twice a day, - Alexander Surinov said.

According to him, devices will provide nearly two thirds of copyists. In a number of territories collection of information will be performed by a traditional method using schedules.

This purchase became the second attempt of Rosstat to buy tablets. The first^[3] took^[4] place in December, 2015. Then purchase was recognized cancelled as on participation in biddings any request did not arrive. The cost of one tablet on a December auction was designated approximately in 25,300 rub. According to terms of reference, Rosstat it was required to deliver 25,809 devices with accessories.

Earlier, in 2014, Rosstat already bought several thousands of tablets. So, in 2014 the service purchased 3,888 devices for a micropopulation census, and in 2013 - 1,050 tablets for carrying out "selective observation of the behavioural factors affecting health of the population".

In addition to tablets in connection with an agricultural census Rosstat also bought cars. In January, 2016 the Transparency International — Russia center reported^[5] about results of monitoring of purchases of a car of Rosstat: it showed that by the end of 2015 officials purchased 105 cars for the total amount more than 143 million rubles, a part of which – luxury.

In "Transparency International – Russia" believe that such cars will be used for the usual official purposes: "It is impossible to provide a picture as the staff of Rosstat on luxury Toyotas Camry will carry through towns and villages computers, office, equipment, forms and other", noted in the center.
