2016: The Federal Treasury disclosed details of a unified environment of state data on TAdviser SummIT

The deputy manager of Federal TreasuryAnna Katamadze, speaking at the TAdviser SummIT conference on May 31, 2016, told about approaches to systematization of the state data and creation of the state information system "Unified Information Environment". This system – one of key projects of Treasury. The government decree about its creation was signed on June 1, 2016 (see below).

Explaining an essence of the project, Katamadze noted that according to the legislation, all information which is in information systems of authorities and local government authorities is the state resource, i.e. does not belong to officials personally. Also there is a question – what to regulate and that is not present.

Be regulated, according to her, information which is an exchange subject between authorities with each other and between authorities with citizens and commercial structures should. The state mediates in what the citizen need to receive or the company. At the same time in the course of accomplishment of the state functions there is a repeated duplication of data at their entering into information resources.

All participants have interactions different degree of relevance and accuracy of the data, Katamadze noted. For example, when changing a name or surname of the citizen up-to-date data from ZAGS not always get to bases of other state agencies. Failures in information exchange can have as technical reasons, are well caused by a human factor.

The purpose of creation of the Unified Information Environment system – to make data in all information resources relevant and reliable for cardinal change of quality of a state administration.

Anna Katamadze gave three directions for the correct organization of information. The first – to define, reference data form where exactly. For example, in what information resource of the Full Name is to reference data: in the REGISTRY OFFICE, FMS systems,FTS or still some body. All specified authorities allocate the Full Name with legal statuses, such, as given rise, the citizen, the CEO, the head of budgetary institution, but primary formation of the Full Name occurs in the REGISTRY OFFICE, and the others duplicate it with new legal statuses. According to Treasury, not and there is a lot of reference data.

The second – to define what to consider reference data. The treasury suggests to consider like those the primary data created in basic resources, and to consider their additional legal statuses duplicative data.

The third – to use concerning reference data unique constant identifiers for exchange, to exclude duplicative data from exchange, using instead of them their identifiers. These identifiers in fact "color" legal statuses (duplicative data) of reference data. It is necessary to connect reference data and the duplicative statuses by the specified identifiers.

"If to separate reference data and to leave them only behind resources, to create status model in which the identifier will be appropriated to each status then by means of binding of these identifiers we get rid of need of participation of duplicative data for information exchange. It is enough to obtain only data from reference sources and to confirm communications with identifiers", - Anna Katamadze explained.

As a result of creation of "Unified information environment" there will be up-to-date and reliable data at the same time in all information resources of the state, cardinal optimization of data exchange, reducing costs of IT due to decrease in volumes of NSI, exchange, analytics and reconciliation and also reduction of volume of claims activities is reached.

TAdviser SummIT which passed on May 31, 2016 was visited by more than 240 people – heads and experts of the commercial and state organizations. Within the action more than 30 reports were submitted. Among speakers – representatives of the Ministry of Telecom and Mass Communications, Sberbank,Pension fund,Federal Treasury,Helicopters of Russia, etc. In the foyer of the summit there took place the exhibition of the IT companies. In completion of an action the draw of the Tonino Lamborghini 88 Tauri smartphone worth about 200 thousand rubles took place.

Problems which a system will allow to solve

Fraud

The problem which solution is suggested to be found in Federal Treasury arises because of large number of the state institutes and separation of information which they collect. Primary information is generated on the basis of citizens' appeals and the companies. Each accepting state agency checks data only on the basis of the filed documents, and without notice other participants of data collection, Anna Katamadze, the deputy manager of Federal Treasury, at the TAdviser IT Government DAY conference in October, 2015 explained.

In addition to banal errors, such organization of collecting of primary information promotes distribution of fraudulent schemes. For example, when changing a surname the citizen can register it in other REGISTRY OFFICE, and as a result in a system there is unreliable information which remained after the previous registration.

As Anna Katamadze noted, the present recording system of primary data is expected fair and respectable applicants. But it is not always true.

Only creation of unified information environment when all entrusted participants of process can use information coming to a system can solve a problem. However the sense of the offer of Federal Treasury consists not in starting uniform GIS of Russia in work. The solution is in ensuring proper interaction between all information state systems that could provide creation of unified information environment.

Separation of state services

Creation of a system will allow to automate process of providing the connected services substantially. In an interview of TAdviser in June, 2015 the Deputy Minister of Telecom and Mass Communications Alexey Kozyrev reviewed an example of the birth of the child:

The person was born, the Ministry of Health recorded the fact of its birth in the reference because the doctor certified the birth fact. Information on it is entered in the database of the Ministry of Health. Then on the basis of the fact that the person was born this reference, ZAGS registers act of civil status that the new person appeared, it has mother, the father.

Then the Federal Migration Service should in the identity document of mother, in the passport, enter the child and confirm that it has a citizenship of the Russian Federation. After that in the Pension fund on the been born child the account number should open, the new citizen should have an Insurance Number of Individual Ledger Account.

After this child it is necessary to deliver in queue in kindergarten, to issue to mother maternity capital. If they have rights to privileges, means it is necessary to issue privileges and so on. All this occurs on a chain. Step by step. This chain, obviously, is continuous. But now, as it is broken into departments, the person should perform functions of the courier, notifying each following department on the fact that process in the previous department ended.

If in infrastructure of the electronic government there is an information system which can provide coherence of data, then every time when the birth fact is fixed, this record cannot hang in a vacuum, without having the corresponding record in the REGISTRY OFFICE. And it means that data on all new been born people in ZAGS it is possible be fluffy automatically without participation of the citizen. And it means that the woman, being in maternity hospital, does not even see how there is document creation - the doctor issued the reference, information on it went to ZAGS, there issued the certificate of birth, sent information to FMS.

The person as a result only receives the notification from departments that they for it have a certificate of birth, the Insurance Number of Individual Ledger Account card and so on.

On the next stage it will be possible to implement schemes at which the person should come once with the passport in MFC, and there it will be waited by all documents. At it will enter the child in the passport, it will take away all documents and will leave. It is an ideal picture of the world.

Differences in approaches of Treasury and Ministry of Telecom and Mass Communications

The treasury suggests to create the new information system architecturally other than the existing system of interdepartmental interaction (SIEI). The Ministry of Telecom and Mass Communications considers that a new system is not necessary also tasks about which speak in Treasury can be solved at the expense of "poumneniye" SIEI.

Approach of Treasury

The offer of Treasury consists in that to build in the information system "Unified Information Environment" which will provide "smart" communication of the entered primary data the current system of interdepartmental information exchange, but not just to support data exchange between authorities.

According to Anna Katamadze, it should be the centralized system with cross data exchange with all state resources. Thanks to such architecture, the relevance and interrelation of data will be provided, procedures of data collection from citizens are reduced, supervising functions are improved.

That such system was constructed, it is necessary to prepare the Data model. It is an intellectual core of a system which should be saturated with all cascades of the legal statuses received from all collected metadata. The data model should represent the register of all types of data which provides unambiguous compliance between standards and duplicative types of data in information state resources.

In addition, it is necessary to develop the system of identification for all legal entities and physical persons and also a real estate. Using a set of identifiers, it will be possible to implement search of any information and to create the report strictly for that consumer to whom corresponds the identifiers given the sheaf used at extraction.

Approach of the Ministry of Telecom and Mass Communications

Approach of the Ministry of Telecom and Mass Communications to the solution of a problem of binding of data in February, 2016 in an interview of TAdviser was described by the Deputy Minister of Telecom and Mass Communications Alexey Kozyrev:

We consider that that functionality which really is required needs to be created on the basis of the available systems, to use those technologies which already are. No new acts of the government because all normativka under infrastructure of the electronic government already is are required for us. And powers on the organizations of interdepartmental interaction, and the principles of this interaction allow to implement these technologies already now.

Technology the problem of binding of data is not something new. Difficulties face organizational – to provide the correct interaction of departments.

We consider that those departments which will be organizationally ready to use a system can begin to use it. Those who will not see need for this functionality will be able to use a system as before, - he added. - For example, if this or that business process which requires binding of data, ensuring integrity of data, demands technical solution, we will have such solution in SIEI. Will be to connect these functions enough. If it is a system - the supplier of data and it should provide incremental updating of information, the increment means it has to be calculated on the party of the owner of this information resource, and this increment will go to service of SIEI which we will create.

There is no such service now. There are hundreds of others. There will be one more service which will be responsible for work with increments. And this service will know that if the increment from a source came to its address, it will veerno need to be sent on those departments which are receivers of data.

At us now this functionality is implemented within the system of the normative reference information (NRI) which is integrated about SIEI. During creation of the 4th version SIEI we will more densely connect these two systems with each other and the functionality of the NSI system will be implemented within SIEI.

We agree that such functionality needs to be implemented, but to do it it is necessary in infrastructure of the electronic government. On the basis of systems which are already available there. Approach which to us is offered is that a system should be created again, and we consider that this approach is not optimal since there are already a lot of efforts and means was enclosed in creation of the available infrastructure, and, of course, it needs to be used in full. Actually, we will also do it.

Our development plans assume that SIEI, as well as all other systems of infrastructure, will become more smart.

2016: The government decree about measures for creation of a system

On June 1, 2016 the Government of the Russian Federation signed resolution No. 487 on the first-priority measures directed to creation of the state information system "Unified information environment in the field of systematization and data coding.

The document sets the rules defining an order of creation, change, maintaining and application of separate information resources - the state information resources of different authorities and information resources of governing bodies of state non-budgetary funds for the purpose of formation of the legal, technology and organizational basis for data exchange and ensuring their reliability and relevance in information resources on a permanent basis.

2014: Approval of the concept

The offer of Federal Treasury was approved by the Government of the Russian Federation resolution No. 793p "Concept of methodology of systematization and data coding"[1]. As of February, 2016 the regulating document which will allow to begin system development is expected.
