The center of IT examination Ministry of Communications will help Treasury to find the Russian products or to justify import

Choice of the contractor

On August 19, 2016 the Federal Treasury summed up the results of an open competition on rendering services in examination of objects of own IT infrastructure and also requirements to characteristics of the software used in the state information systems of department^[1].

The Federal Treasury found the consultant for import substitution of software

Purchase consisted of two parts. The first part with the starting price of 9.4 million rubles is an examination of IT solutions of Treasury regarding their replacement with domestic analogs. The second - for 5.2 million rubles - services in examination of requirements to functional, technical and utilization properties of the software which is subject to purchase.

Bids were submitted by 4 companies - Scientific Research Institute Voskhod, "The center of examination and coordination of informatization" (TsEKI), Vest and Diasoft.

During consideration of requests the tender committee estimated qualification of participants and the prices of contracts offered by them. At the same time qualification (70%) had the greatest importance.

According to the results of assessment "The center of examination and coordination of informatization" became the winner. In spite of the fact that the cost of the contract in the request of this organization was not the cheapest (14 million rubles), qualification of TsEKI was recognized the highest (24 similar agreements were submitted). As a result the commission gave to this participant 84.11 points.

The second place was taken by Diasoft (48.55 points). This company offered the smallest cost of execution of works (11.2 million rubles), however assessment of qualification was insufficient. Got the third place Vesta (23.65 points), the fourth - Scientific Research Institute Voskhod (23.24 points).

Project Objectives

Project objective is accomplishment of regulations of the order of the Government of the Russian Federation on prohibition of use of foreign software for the state needs. In particular, for the benefit of department it is required to carry out the analysis of software included in the unified register of the Russian programs and to prepare justifications of impossibility of observance of prohibition on foreign solutions.

Besides, within the project the contractor should define opportunities and recommendations about replacement the IT infrastructure objects used in department on solutions of domestic manufacturers. It is in addition necessary to estimate the cost of such transition.

The main system of a state institution - a single automated system of Federal Treasury (AS FK) - is constructed based on Oracle. It covers activity of 25 thousand employees in 2000 representative offices of Treasury across all Russia.
