The DEPO Computers company in January, 2018 announced development and deployment of the protected information and communication infrastructure which connected 83 territorial centers of Federal State Budgetary Institution FTsAO.

Prerequisites

Control of the waste received as a result of production and further consumption of goods is one of important tasks of improvement of an ecological situation in Russia. Need of the solution of this task is formulated in requirements of the federal law of 6/24/1998 No. 89-FZ "About industrial and consumption waste", with the changes made by the federal law of 12/29/2014 N 458-FZ.

The federal law provides development of the Single state information system of accounting of waste from use of goods (EGIS UOIT) and operation of the developed system by Federal Nature Management Supervision Service.

For the purpose of accomplishment of these requirements "Federal center of the analysis and assessment of technogenic influence" (FTsAO) in August, 2016 announced an open competition "Delivery of a hardware and software system for creation of a single state information system of accounting of waste from use of goods (EGIS UOIT)".

Choice of the supplier

Tender on creation of the EGIS UOIT hardware-software platform consisted their two stages. The first stage — delivery and a commissioning of hardware and software systems. The second stage — deployment of an end-to-end system of data protection, including creation of the distributed protected data network using VPN, installation and the information security facility setup from NSD and means of antivirus protection.

Among all proposed solutions won against the offer from DEPO Computers company. The DEPO Computers company executed all works on delivery and a commissioning of the EGIS UOIT hardware-software platform in full accordance with technical to conditions of an open competition and at the scheduled time.

EGIS UOIT

Among features of the project it should be noted a geographically-distributed structure of EGIS UOIT and deadlines of implementation (two months). In each of 83 regions of Russia it was necessary to unroll a hardware and software system, and then to integrate all complexes in a single hierarchical system. Three hierarchy levels are provided in EGIS UOIT: central node, 9 nodes in federal districts and 74 territorial nodes. Data protection by its transfer between all nodes of a system was a special project task.

DEPO Computers, making use of the accumulated experience of creation of the complex distributed information systems, developed and implemented the EGIS UOIT hardware-software platform based on the checked standard solutions DEPO vGT and DEPO Cloud Systems.

Project Progress

For infrastructure of central node of EGIS UOIT specialists of DEPO Computers designed the special configuration of DEPO vGT consolidating all information system of the customer and providing the high level of information security.

Infrastructure of territorial computing nodes was constructed based on one more standard solution — DEPO Cloud Systems which is intended for fast deployment of IT infrastructures of any scale.

Specialists of DEPO Computers developed configurations of standard hardware and software systems of DEPO vGT and DEPO Cloud Systems for installation in the central office, 9 federal districts and 74 territorial representative offices of FGUB FTSAO. The platform is developed for EGIS UOIT using the concept of Secure by Design thanks to which safe data processing and compliance to requirements of the Russian laws and regulating documents in the field of cybersecurity is provided.

Thanks to existence of own production and Competence center of DEPO Computers in the field of system integration, sending the equipment to regions began in 2 weeks after the conclusion of the public contract.

Preset tuning of the equipment, software installation and multilevel testing were carried out directly on production. The debugged system of logistics DEPO Computers allowed to deliver the equipment to 83 regional platforms and 2 platforms in Moscow in the shortest possible time.

After delivery on each platform by specialists of DEPO executed mounting also balancing and commissioning. The list of works included installation of server cabinets and the equipment, switching, marking of the equipment and communication channels, commissioning, installation, a software setup and check of the general working capacity.

After end mounting and balancing and commissioning complex acceptance tests according to DEPO Computers and the program approved with the customer and a test procedure (PMI) developed by specialists were carried out. For each territorial node the operability of a complex and operability of the protected data transmission medium was checked.

Also works on setup of a secure channel of communication between all nodes of an information system were carried out.

The possibility of centralized operation and monitoring of all infrastructure of EGIS UOIT and also sales opportunity, supports and upgrades of uniform information security policy is provided in the solution DEPO Computers.

Project Results

Within three years DEPO Computers will provide warranty service of all supplied equipment on site of its operation. Thanks to existence of wide network of the authorized integration and service centers of the IT company located in 200 cities of Russia, the minimum response time on appeals to service of warranty maintenance is guaranteed to the customer.

The customer highly appreciated harmonious work of a project team. At all stages, from development of architecture of a hardware platform of EGIS UOIT before start of an information system, the accurate organization of works and interaction with customer representatives was provided. The difficult complex project was implemented in strict accordance with technical specifications and fixed terms. The implemented system was highly appreciated by specialists of FTsAO.

History

2020: Accounts Chamber: Because of inefficiency of GIS of accounting of waste the budget receives less tens of billions

State information systems (GIS) in the field of environmental safety and environmental protection cannot serve as the effective mechanism of achievement of goals of strategy of environmental safety Russia, declared in To the Accounts Chamber (AC) in December, 2020.

Due to the lack of data control department gave the Single state information system on accounting of waste from use of goods (EGIS UOIT) as an example of inefficient application of GIS. As auditors found out, data of the Federal Customs Service and Rosstat on payers of ecological collecting do not come to a system in full. As a result Rosprirodnadzor inefficiently administers this payment type, and the federal budget receives less potential income: actual receipts make about 3 billion rubles whereas at introduction of ecological collecting 30 billion rubles, says the joint venture were predicted.

According to auditors, the shortage of reliable data in GIS in the field of environmental safety and environmental protection results in the following risks:

  • lack of complete volume of reliable data both at a creation stage, and during operation of GIS;
  • tightening of terms of creation of GIS;
  • duplication of functions of the different systems;
  • GIS outdated software and hardware complexes;
  • implementation of upgrade of the system which is not leading to increase in efficiency of its use.

In Accounts Chamber according to the results of the check suggested the government to charge to the Ministry of Natural Resources to develop a package of measures which will allow to increase density of the supervisory network of Roshydromet and to carry out its upgrade, to consider a question of upgrade and transfer of a single state system of information on a situation in the World Ocean on modern digital technologies. Besides, duplication in systems of accounting of waste from use of goods and utilization of solid utility waste and also the federal scheme of the address with waste is revealed. The federal GIS "Our Nature" in the joint venture was considered excessive and suggested to refuse it.[1]
