"Financial University under the Government of the Russian Federation" implemented the Directum Solo mobile solution

On April 26, 2017 the Galaktika of IT company announced implementation of the Directum Solo mobile solution in Financial University under the Government of the Russian Federation.

Transition to the Directum Solo mobile solution was executed. The solution is implemented within the "Single System of Management of Instructions and Control of Performing Discipline (ESUPKID)" block developed by Galaktika of IT company (St. Petersburg).

The rector of the Financial university received the convenient tool which allows it:

• consider incoming documents, enter the marks to them using graphic opportunities;
• create order according to the documents sent to it for consideration;
• issue the oral instructions which are not connected with specific documents;
• prolong completion dates of instructions;
• remove instructions from control.

According to the results of the executed implementation project the management of university gave a positive review and prepared the actions plan on development of a system on the future.

2014

The financial university — one of the oldest universities of Russia: in 2014 he celebrated the 95 anniversary. In 2009-2013 in the university there was a number of the structural conversions directed to quality improvement of educational process, creation of a common information space and ensuring modern information and technology support of scientific process and internal interaction. Within these processes in 2009 the decision on system implementation of electronic document management was made. The combination of broad functionality, tools for integration with other services and opportunities for independent implementation was important criterion by search of a suitable system. Based on market research of ECM a choice was made for benefit of DIRECTUM.

The first delivery of licenses of DIRECTUM was executed in December, 2009. In 2010 preparatory work for start of a system was carried out to operation, and work of the first users in the module Office started. Mailing of documents from the Administration was implemented, the university began to use the electronic signature in work.

In 2012-2013 5 educational institutions implementing programs of the higher, secondary and additional professional education joined the Financial university, the number of branches in different regions of Russia reached 40. The total quantity of students made more than 70 thousand. The financial university became one of the largest educational and scientific complexes of Russia.

At this particular time especially the importance of DIRECTUM for the university increased. Electronic document management covered practically all key processes of university, and today more than 1300 users, including through web access in all branches work with documents in a system. The solution for mobile devices using which process of consideration of documents, creation and control of execution of instructions considerably accelerated is successfully implemented.

The main works on setup of a system are performed by the specialists of the Financial university trained and certified by DIRECTUM.

A partner in project implementation is the Galaktika of IT company — the expert center of Galaktika corporation (St. Petersburg) having extensive work experience with universities and being the center of the certified training of DIRECTUM. The Galaktika corporation executes delivery of licenses of a system, updating of versions, development of new routes and scenarios, gives consulting support on the project.

On April 1, 2014 it became known of the project of updating EDMS Directum of century Financial University under the Government of the Russian Federation. Partner integrator in the project- Galaktika Corporation.

Project Tasks

Electronic document management acts on the basis of the Directum system at the Financial university since 2009.

After four years of operation in university drew a conclusion on limitation of functionality of originally implemented version and need of its updating. In particular it is caused by reorganization of the Financial university in 2012 – the All-Russian correspondence financial and economic institute, the All-Russian state tax academy, the State university of the Ministry of Finance of the Russian Federation and some other educational institutions joined it. IT infrastructure scales grew, the set of raznoplatformenny solutions entered it.

There was a need of connection to EDMS Directum new divisions and also its implementation in branches. Besides, both the number of users, and quantity of routes and documents significantly grew.

All these and other factors influenced the solution of the IT management of university - to update a system. The auction which winner was a company "The center of business solutions Galaktika took place.

Project Progress

Works are carried out in several steps.

Within the first the staff of management it is information technology infrastructure prepared the hardware on which unrolled the copy of working base of a system.

At the second stage specialists of the company "Galaktika" carried out regeneration of the copy EDMS Directum and on its basis created a prototype of a new system. Further employees of department of technical support of electronic document management, management of office-work and archive and inspection department of execution of instructions carried out an inspection of working capacity and functionality of all components from an old system based on which specialists of Galaktika company made to a prototype of a system of change and additions. Each of stages – creation of a prototype, debugging and test operation – lasted about a week. Converting of the working database to the last current version of a system (4.9.1) of special difficulties did not cause.

The main difficulty - the restrictions connected from the centralized installation of a client part, caused by infrastructure features of university network.

Project Results

Vladimir Solovyov, the Chief information officer of the Financial university, noted: "The contractor, Galaktika company, showed sufficient competences. On implementation of upgraded version one and a half months were required, as a result we received a scalable system in which it is possible to include any number of users. EDMS Directum Financial university Performs support by own forces, three persons in department of technical support of electronic document management are responsible for it at us. In a word, the objects set for the project of upgrade of an electronic document management system were reached".

For April 2, 2014 in EDMS 1300 people are registered. In addition to the management of the Financial university, heads of structural divisions and their deputies, in a system specialists of structural divisions and also employees of management of office-work and archive, inspection department of execution of instructions and other users, responsible for office-work, work.
