In early July 2025, it became known that the court ordered State Transport Leasing Company (GTLK) to pay "" Roskadastru more than 2 million rubles penalties for overdue deliveries. unmanned aerial vehicles "Geoscan"

According to the Bespilot Telegram channel, referring to data from the file cabinet of arbitration cases, GTLK delayed the transfer of Geoskan drones to 12 Roskadastra branches in various regions of Russia. Due to non-fulfillment of the terms of the contracts, a penalty was charged for the supply of equipment to the following branches:

  • Baltic Aerogeodetic Enterprise - 82.2 thousand rubles for 15 days of delay;
  • Upper Volga Aerogeodetic Enterprise - 274.3 thousand rubles for 25 days of delay;
  • East Siberian Aerogeodetic Enterprise - 342.9 thousand rubles for 25 days of delay;
  • Far Eastern Aerogeodetic Enterprise - 137.1 thousand rubles for 25 days of delay;
  • "Middle Volga Aerogeodetic Enterprise" - 137.1 thousand rubles for 25 days of delay;
  • Krasnoyarsk Aerogeodetic Enterprise - 329.1 thousand rubles for 24 days of delay;
  • Yakutsk Aerogeodetic Enterprise - 131.6 thousand rubles for 24 days of delay;
  • Inzhgeodezia Production Association - 307.2 thousand rubles for 28 days of delay.

Thus, in total, GTLK will have to pay 2,138,948 rubles in penalties with an initial contract of 184 185 886 rubles. The company tried to shift responsibility to Geoskan, but the court did not satisfy this requirement.[1]

In May 2025, the public law company Roskadastre signed a contract for the supply of 67 unmanned aircraft systems (ALS) of the Geoskan 201 multirotor type and 20 ALS of the Geoskan 401 aircraft type for the needs of its regional branches. The purchase is carried out through the State Transport Leasing Company (GTLK) within the framework of the state civil order for 2025 under the national project "Unmanned Aircraft Systems."

According to AviaPort, the first deliveries of drones are scheduled for June 2025. The new technique will help significantly speed up the collection and processing of data during cadastral surveys, which will optimize the process of registering land plots and real estate.

Roskadastre purchased 67 aircraft-type drones for cadastral surveys

Unmanned aviation systems from the Geoskan Group of Companies are widely used in Russian cadastral activities. They provide the possibility of conducting a comprehensive survey of territories, obtaining high-precision orthophotos and building spatial 3D models. With the help of drones, Roskadastra specialists can quickly identify signs of violations of the requirements of land legislation, including unauthorized occupation of land plots and irrational use of land.

An important function of drones is the ability to accurately determine the coordinates of the characteristic points of the sites, which helps to identify and correct register errors. Three-dimensional models of buildings created on the basis of aerial photography data allow Roskadastra specialists to accurately determine the spatial position of buildings, their number of storeys and height, as well as calculate the area of ​ ​ the land occupied by these objects.

The current purchase is not the first experience of cooperation between Roskadastrom and the drone manufacturer. Previously, aerial photography complexes based on UAVs of the aircraft type "Geoscan 201" were already used by the branch of PPK "Roskadastre" "Aerogeodesia" in St. Petersburg.[2]
