The government of the Belgorod region connected to GIS GMP of administrators of income

On October 21, 2014 the BFT company announced the organization of the centralized connection of 462 administrators of income (charges) of the Belgorod region to the State information system about the state and municipal payments (GIS GMP), by means of the aggregator, using the subsystem "ATsK-Administrator" of the ADC-Finance system.

Project Tasks

Performing requirements of the legislation of the Russian Federation regarding information transfer in GIS GMP, |the administration of the governor of the Belgorod region made the decision on implementation of a software package of the centralized connection of administrators of income of area to GIS GMP. The technical specifications are developed and the auction according to the results of which the BFT Company became the contractor of the project is organized.

Project Progress

Experts of BFT offered the centralized scheme assuming connection of the Belgorod region to GIS GMP by means of the chief manager of income (aggregator), which role in accumulation of information from 462 administrators of income of area and its operational transfer to GIS GMP.

For the organization of interaction of area with GIS GMP of the party made the decision to implement the project on the platform of the centralized information system "ADC-Finance" installed in Finance department and budget policy of the Belgorod region. Direct connection to GIS GMP is implemented through integration of an information system of administration of the payments "ATsK-Administrator" and the ADC-Finance systems.

Within the project specialists of BFT company booked detailed audit of readiness of the ADC-Finance system for connection to GIS GMP then the optimal work plan on the organization of interaction with the state system was developed.

At the initial stage of the project pilot implementation, in 2 pilot bodies is organized: Department of Education of area and Department of economic development of the region. Within this stage the BFT company rendered the methodological help with passing of procedures of a re-registration of pilot bodies and other administrators of income in Federal Treasury Department.

Based on the pilot organizations test implementation and adaptation of the ATsK-Administrator system under normative legal requirements of the Belgorod region was carried out. After completion of test works one-time activation of 460 remained participants and work on debugging of the interchange format as information on charges with the third-party systems for their further sending to GIS GMP is carried out. Experts of BFT company held additional methodical consultations of project participants from among the connected users of the Belgorod region on interaction with GIS GMP.

Project Results

Natalya Zeytenidi, the commercial director of BFT company, noted: "The Belgorod region is one of the first subjects of the Russian Federation who uses connection to the GIS GMP system through the aggregator. The centralized approach allows to provide interaction of participants of GIS GMP through uniform point of entry in GIS GMP, reduces costs for connection and technical support of other participants and in general allows to create a single ordered system of interaction of the region with GIS GMP. Besides, such scheme of connection allows to transfer orderly and timely data on charges in GIS GMP, thereby fulfilling the requirements of the legislation of the Russian Federation".
