2021: Launch of the Smart City system in all municipalities

The administration of the Stavropol Territory and RuSat Infrastructure Solutions JSC (RIR, part of the Rosatom State Corporation) deployed key modules of the Smart City digital platform in all 33 municipalities in the region. This was announced by RIR on November 23, 2021. As part of the Smart Stavropol project, city districts gained access to the five most popular services. Municipalities have already begun to fill the modules with information and to adjust their internal regulations for working with the platform.

Digitalization of the urban environment and municipal administration in the Stavropol Territory is carried out at the initiative of Governor Vladimir Vladimirov with the technological support of ROSATOM. Zheleznovodsk became the pilot city, where in November 2021 there are more than 50 different services for residents, tourists and the municipality. In particular, smart technologies help control the work of the city economy and provide feedback to the municipality with citizens.

In the resort city, a system has been introduced to track the movement of public transport, there are "smart" stops and "smart" pedestrian crossings. There is a system of intelligent accounting of the consumption of municipal resources and the accumulation of solid household waste. In kindergartens and schools, sensors are installed that record the consumption of water, heat, and electricity. Through round-the-clock monitoring, it is possible to save about 20% of previously consumed resources. The digital tourism service of Zheleznovodsk is represented by three products: a mobile application, a portal and city information panels. With their help, city guests can get acquainted with local attractions, event posters, choose the optimal route and plan their vacation.

In other cities of Stavropol, modules "Problems," "Voting," "Institutions," "Police," "Districts" have been introduced. In the "Problems" section, a local resident or guest of the city can leave information about road problems identified by him, garbage, breakdowns in the housing and communal services system, environmental violations, insufficient street lighting, about stray and homeless animals. Citizens receive feedback on appeals as soon as possible. The "Voting" section was created to involve people in the improvement of public territories and the implementation of other initiatives. The choice of territory or object takes place through the "vote" button, and the final decision is made by a majority of votes cast for the object you like. Both modules are synchronized with the corresponding services on the federal portal "State Services." Three additional modules are of an information and reference nature. In the future, it is planned to deploy other Smart City services in municipalities.

Digital platforms of smart cities are "sharpened" for dialogue with citizens, for high-quality feedback from local governments and executive authorities. In addition, the "smart" format sets a high bar in the relations of citizens with the state. All appeals, complaints and proposals received from users are quickly processed by operators and transferred to the executor as soon as possible. The digital platform is a convenient search platform for those "users" who urgently need to find an address and a way to communicate with a particular state institution, as well as for those who are looking for contacts of their district or deputy. Familiar services, but with an innovative approach, are the designer from whom a smart and high-tech city is assembled that meets the highest demands of residents, "said Sergey Rudometkin, director of the Regional Information and Analytical Center of the Stavropol Territory.
