October 19, 2015. The Directum company announced providing public services in the Udmurt Republic.

Project History

In the Udmurt Republic development of the direction in rendering the public and municipal services in electronic form continues. Large-scale updating of the Regional portal of public services and Automated information system of the Multifunction centers is carried out.

In December, 2013 based on Directum Automated information system was developed for the Multifunction centers (AIS MFC) of the Udmurt Republic, and in January, 2014 – it is entered into the ekspluatatsiyuregionalny portal for submission of requests for receiving the public and municipal services (RPGU).

For promoting of a citizens' appeal behind state services on the Internet the Agency of informatization and communication of UR in September of last year initiated the regional tender "IT marathon". Each user registered on the portal received the unique code which could transfer to others. Attracting new participants from family, friends and acquaintances, users accumulated competitive codes.

At the beginning of 2014 requirements of the legislation to providing public services in electronic form therefore completion of the Regional portal and technical solution "was necessary for Directum changed : Services of MFC". In May of the same year specialists of Directum together with colleagues from the Center of High Technologies and Intercom + company started the project.

Convenient portal of public services

Transfer to an electronic form of socially important services was one of the main tasks of the project. Now, to write the child in kindergarten or school, residents of Udmurtia do not need to go anywhere, it is possible to use the Regional portal. At the same time applicants can check the status of the queue far off too.

The receipt on payment of service can be received literally for several seconds: the payment document will be created automatically, and for convenience the applicant can print or send it to himself to the e-mail address. Thanks to specially developed quality evaluation module, state agencies or developers receive from users a feedback about quality of the portal or the rendered services.

Effective work of the multifunction centers

Technical solution "Directum: Services of MFC" it was created especially for automation of internal processes on rendering the public and municipal services in the multifunction centers: from acceptance of the request before sending a complete set of documents to department and issue of results to the applicant. Last spring specialists of Directum started the project on completion of the solution under relevant requirements of MFC.

To accelerate processing of addresses, the expert system of the AIS MFC – the special interface was developed for fast and convenient registration of requests for rendering services. Today the employee of MFC is enough to answer questions of a system then she will pick up the necessary service and will issue the list of necessary documents.

At registration of the request the data of the applicant which are available in a system will be autocompleted. The statement will also be created automatically thanks to the configured models of documents. A system checks correctness of vvodapersonalny information (numbers TIN, PSRN and so forth) on a check number and other parameters. Thus, error probability at data entry of the applicant is excluded.

Owners of the universal electronic cards (UEC) can submit applications to MFC quicker due to automatic reading of personal data from cards and signing of documents the electronic signature.

UEC is a material carrier where graphic and electronic forms contain the information volume determined by the legislation on the user. Holders of cards get electronic access to the public and commercial services to areas:

  • medical care;
  • social security;
  • transport;
  • taxation;
  • payment of fees and penalties.

Cards operate on all territory of Russia and guarantee uniform standards of service and security regardless of the region of residence.

Completions of an information system concerned also the organization of work of staff of MFC. The mechanism of load distribution allows to classify the arriving requests between specialists depending on a type of required services, representatives of the company integrator Reported TAdviser.
