On November 5, 2013 it became known of the beginning of the project on Fault Management system implementation on the IBM Tivoli Netcool platform the telecom operator MegaFon and Bell Integrator company.
Project Tasks
Geographically distributed multivendor infrastructure of the operator consists of several hundred management systems and hundreds of thousands of network elements. For rendering qualitative communication services to clients critical importance is purchased by time necessary for identification of the prime cause of accident in network. Such task is feasible only using specialized means of the centralized collecting of events about accidents, filtering, notifications of responsible personnel, graphic visualization.
Project Progress
Igor Shirokov, the director of infrastructure of MegaFon, noted: "In the conditions of continuous development of MegaFon, growth of volume of traffic, expansion of network infrastructure, our major task is maintenance of high rates of quality. Operational identification of the prime cause of accident directly affects quality of the service provided to subscribers. Important feature of the project in "MegaFon is implementation speed. We should receive result already in the first half of 2014".
"The last several years of Bell Integrator, working with the largest telecommunication companies, accumulates experience in area of OSS systems, including, IBM Netcool — Alexander Zlobin, the director of business development of Bell Integrator told. — Today we own practice of implementation, support and development of the systems of a similar class. Successful cooperation with MegaFon company on this project is extremely important for us. It should be noted that implementation of Fault Management in MegaFon is the significant project and for IBM company, the project passes with its methodological support".
Project Results
On September 17, 2014 the companies "MegaFon", IBM East Europe/Asia also Bell Integrator announced project completion of system implementation of the class Fault Management in the company "MegaFon" on the platform IBM Tivoli Netcool.
A system became the key tool of the Uniform Control Center (UCC) of MegaFon company. Implementation was carried out within the comprehensive program of creation of umbrella OSS which should provide more high efficiency of work of divisions of the company.
The uniqueness of the project is caused by the considerable scale of geographically distributed multivendor infrastructure of MegaFon company. More than one hundred management systems and hundreds of thousands of network elements were taken under control of a new monitoring system. MegaFon and Bell Integrator together with IBM company provided the centralized monitoring of the equipment of the mobile and fixed MegaFon networks in all branches, implemented mechanisms of enrichment of a system of data on accidents and automatic opening of incidents.
For ensuring high fault tolerance the monitoring system is located in two independent DPCs.
The project proceeded nine months. Under the influence of the project all network "MegaFon".

At telecommunication operators the number of such messages reaches huge values that defines their need for the newest systems of the automatic analysis of messages, such as joint solution of IBM and Bell Integrator based on IBM Netcool software" — Anton Zhuravlev, the head on work with key clients, department of software of IBM company noted.
"The system of the class Fault Management is successfully implemented by specialists of Bell Integrator in our network. For MegaFon company its start became the most important stage of the Program for creation of umbrella OSS" — Evgeny Chermashentsev, the director of infrastructure told MegaFon.
"Integration and setup of the Fault Management system in scales of all Russia represented a difficult task, and we jointly with it successfully coped with specialists of IBM — Sergey Kutekhov, the director of the department of work with Bell Integrator telecom operators emphasized. — Now the MegaFon company will be able significantly to increase efficiency of identification of emergency situations that will have a positive impact on quality of service and will strengthen its positions in the highly competitive market of telecommunication services".
The implemented project helped MegaFon company with acceleration of identification of sources of the reasons of accidents in network, to lower mean time to repair of work of services, to provide anticipatory elimination of the situations influencing the quality level of the provided services.
