2024: Introduction of AI into the register of prohibited information

On April 10, 2024, it became known that Roskomnadzor, as part of the digital transformation program, was introducing artificial intelligence tools into the register of prohibited information. It is assumed that this will increase the efficiency of the system and reduce costs.

According to the Kommersant newspaper, the modernization will affect the unified information system of Roskomnadzor (EIS), as well as the information system for monitoring Internet resources (IS MIR). The latter is designed to identify texts with prohibited information, classify them by nature (neutral, negative or positive opinion of the author) and search for reprints.

It is noted that in 2023 the register of prohibited sites was conducted without the use of AI. At the same time, Roskomnadzor detected illegal content on the Internet within about three hours after publication. From 2024, the department begins to use AI algorithms. Experts note that such tools will make it possible to identify complex contextual connections between text fragments, find hidden patterns and associations. As a result, the system will be able to work with minimal human participation, and the speed of detection of prohibited materials will increase. In particular, in 2024, Roskomnadzor expects to reduce the time for detecting illegal content from three to two hours, and by the end of 2026 - to one hour.

In addition, in 2026, Roskomnadzor intends to use AI technologies when maintaining a register of personal data operators. However, Natalia Tylevich, general director of the developer of data analysis systems "Social Laboratory," believes that identifying operators through AI is fraught with certain difficulties. Therefore, there is a high probability of false positives.

2023: Development of protection for the Internet resource monitoring system for millions of rubles

On July 20, 2023, the Federal State Unitary Enterprise "Main Radio Frequency Center" (FSUE "GRCC"), which is under the jurisdiction of Roskomnadzor, announced a tender for the development of protection for the information system for monitoring Internet resources (IS MIR).

The initial contract price is 4.99 million rubles. We are talking about the fulfillment of the requirements of the Federal Service for Technical and Export Control (FSTEC), which ensures the security of the critical information infrastructure of Russia.

The tender documentation states that the IS MIR was created and operates on the basis of the order of the FSUE "GRCC" of February 22, 2023. The platform components are based on a service architecture with an autonomous execution that allows efficient horizontal scaling, and use virtualization technologies at the operating system (containerization) level. Server modules are based on GNU/Linux. The system uses open source DBMS PostgreSQL, MariaDB and MongoDB. Container virtualization protection and information security checks when launching container sets are implemented by the Polaris Dashboard.

The protection of IS MIR is planned to be deployed at two facilities - in the building of FSUE "GRCC" on Derbenevskaya embankment and in an unnamed Moscow data center. It is said that the system is designed "to ensure the protection of information processed in the IS MIR from illegal access, destruction, modification, blocking, copying, provision, distribution and other illegal actions." Applications for participation in the competition are accepted until August 1, 2023. The contractor will have to develop models of threats to the security of information of the IS WORLD, as well as form requirements for the protection system. All work must be completed by March 15, 2024.[2]

2021: The structure of Roskomnadzor creates a system of auto-search for prohibited content

In mid-September 2021, it became known about the creation by Roskomnadzor of a system for automatic search for prohibited information in the media, social networks and instant messengers. The corresponding tender was announced by the Main Radio Frequency Center (GRCC) subordinate to Roskomnadzor.

The system, called Information Resource Monitoring (IS MIR), will have to do the following:

  • track publications with "prohibited" information;
  • Collect references to data sources
  • track mirrors of blocked sites and "inaccurate semantic copies" of materials;
  • group the texts by the mentioned people, organizations and locations;
  • analyze the opinion of the author of the publication and classify the assessment into three categories: negative, neutral and positive;
  • predict which Internet users may be interested in a text with "prohibited" information based on socio-demographic factors: gender, age, education and income.

The main goal of IS MIR is to carry out automated monitoring of information resources and identify information, the dissemination of which in the Russian Federation is limited or prohibited, - said in the materials of public procurement.

It also says that the Monitoring of Information Resources system will be created in two stages. The price for the first is 58.5 million rubles. They must choose a contractor by September 17, 2021.

The IS WORLD server components should be presented on the basis of one of the free open source operating systems based on/(GNULinux Arch,, etc CentOS Ubuntu.). The work should use free open source DBMS (for example,,,, etc PostgreSQL MySQL ClickHouse MongoDB.). User AWS should be implemented on the principle of cross-platform in terms of the main operating systems (, Linux) and Microsoft Windows provide a Russian-language interface.[3][4]
