Sberbank determined three contractors by updating of key IT platforms

In the middle of October, 2016 the commission of Sberbank summed up the results^[1] at the choice of the organization for development of the application software of the platform of support of development of retail and corporate business and also the processing systems. The maximum price which the bank was ready to pay for services was 911.1 million rubles. From them on software development for retail and corporate business it was the share of lots on 314.2 million rubles, the processing systems – 282.7 million rubles.

Choice of suppliers

Requests for participation in tender directed 11 companies, however the bank rejected most of them. So, not corresponding to the tender documentation requests of the companies"Dynamics", "Aplana", by Siblion, "Auriga", "Yunit-Orgtekhnika", "Bell Integrator" and "ITs I-Teco" were recognized.

The remained companies were distributed as follows:

Lot No. 1 (development of the application software of the platform of support of development of retail business):

• Techno Diasoft
• "Softklub-development center"

Lot No. 2 (development of the application software of the platform of support of development of corporate business):

• Accenture

Lot No. 3 (development of the application software of the platform of support of business development regarding the processing systems):

• Jet Infosystems

According to the results of assessment of requests of participants winners were declared. On lot No. 1 the victory was won by Techno Diasoft company (the price of the request of 245.7 million rubles) which gained 0.94 points against 0.30 at "Softklub-development center".

On lots No. 2 and 3 got a victory the only allowed participants - to Accenture companies (314.2 million rubles) and Jet Infosystems (197.9 million rubles) respectively.

The general reduction in cost of purchase on all three lots made about 17%.

Project Tasks

Regarding retail business such tasks as migration of products of this block on a new single technology platform, creation and transition to a new single technology platform of trade acquiring, migration on a new technology platform of processing of bank cards are set. Other tasks here - development of instruments of batching of services, instruments of operational management of a product line (dynamically pricing, the uniform product directory), flexible management by the customer base, decrease in time of an output of products to the market.

Tasks of the direction of corporate business include migration of products of the corporate block on a new single technology platform, development of instruments of batching of services, instruments of operational management of a product line, flexible management of the customer base, decrease in time of an output of products to the market.

In the direction of processing tasks specify automation of functions of a back office on customer management, by accounts, bank cards, ensuring personalisation and release of plastic and virtual cards, providing flexible mechanisms of configuring of products, rates, limits, data preparation and ensuring management of lifecycle of applications on different types of carriers. Other tasks are: carrying out settlement with payment environments of any complexity and structure, safe, stable processing of transactions, tracking of fraudulent transactions and risk management of a system and also ensuring the unified client authentication on all channels of the frontal systems without use of bank cards.

Terms of execution of works are designated December, 2018.

Requirements to qualification of participants

On each of three directions in a project team of the contractor there have to be not less than 20 software developers and not less than 10 analysts with wide experience of automation of bank business processes, participation in large integration projects in the financial sphere, it is specified in qualification requirements.

All developers should have experience with technologies Spring, Hibernate, Maven, JMS, JAX-WS, JAX-RS Java Script, Git, JIRA, UML. Not less than 5 of 20 developers for the retail direction should have also experience of creating applications using technology IMDG (In-memory data grid), and developers for corporate business – also to have experience with Oracle RDBMS technologies and IBM WebSphere Application Server.

At the same time on lot on development of software for retail business the contractor should have experience of development and deployment of automated systems for rendering services to individuals in the Russian banks from top-30 – not less than five projects for the last five years. A necessary condition on lot software for corporate business is experience of development and deployment automated high-loaded frontal online of the systems (about 100,000 active users) of direct interaction with legal entities in the Russian banks from top-30 in the same volume. On lot software of the processing systems experience of development and deployment of the automated high-loaded systems of processing in the Russian banks from top-30 is required.
