In the Krasnodar Territory, the process of replacing the Safe City system software with domestic counterparts has begun. This became known in mid-April 2025. Replacement work is estimated at ₽1,2 billion and will be implemented as part of the second stage of the creation of a complex of automation tools of the Unified Rapid Response Center.

According to RBC, work on replacing previously purchased software is under warranty and does not require additional financial investments from the regional budget. During operation, it turned out that the previously purchased software was excluded from the register of Russian software, in connection with which the GKU of the Krasnodar Territory "Safe Region" sent a letter to the contractor about the need for warranty replacement of the software with a similar one, which will comply with the requirements of the decree of the Government of Russia and design documentation.

Currently (April 2025), competitive procedures have been launched for the selection of contractors for the further deployment of the Safe City system in the region. It is planned to deploy the system in Novorossiysk, Gelendzhik, Anapa, Temryuk, Tuapse, Primorsko-Akhtarsky and Yeisk districts, as well as in Goryachy Klyuch.

According to the publication, from the documents attached to the purchase applications, it became known that the software originally purchased for the agro-industrial complex worth about ₽200 million was uninstalled by the complex operator and replaced with a new one.

The decision to introduce the Safe City monitoring platform in the Kuban was made in 2021. The system was supposed to start working from 2023. Initially, the cost of the project was estimated at ₽956 million.

In October 2024, it was reported that in the Krasnodar Territory, investments in the development of the first stage of the Unified rapid response centers of the Safe City complex will amount to ₽1,2 billion.[1]

2017: Krasnodar Territory will spend more than 900 million rubles on experimental areas of "Safe City"

Krasnodar Territory is ready to pay more than 900 million rubles for work on the creation of experimental sections of the Safe City system in Krasnodar and Sochi. Procurement[2] of the relevant services in the interests of the local Ministry of Emergency Situations was published on June 21, 2017.

The hardware and software complex "Safe City" should include: a set of automation tools for the regional platform "Safe City" unified rapid response centers in Krasnodar and the resort city of Sochi, as well as a subsystem for photo and video recording of traffic violations.

The regional platform "Safe City" should include a data integration subsystem, an integration geo-information subsystem, subsystems of electronic interaction, comprehensive monitoring, comprehensive information and notification, information security.

The system "Safe City" of the Krasnodar Territory is planned to be integrated with a number of security systems belonging to third-party organizations

According to the published tender documentation, "Safe City" is created in order to prevent crisis situations by introducing systems for analyzing and monitoring data from various existing and promising systems and endpoints.

The goal is also to increase the efficiency of response in the implementation of measures for emergency prevention and elimination of crisis situations and incidents, expand the range of controlled threats, improve the coordination of operational interaction of all duty, dispatch and city services by integrating systems into a single information space.

In the presence of technical and organizational capabilities, it is necessary to implement automated interfacing of the system with systems for ensuring public safety, law and order and habitat security belonging to other organizations. Among them are the Regional Center for the Collection and Processing of Data of the Automated Flood Control and Monitoring System, which is under the jurisdiction of the Administration of the Krasnodar Territory, the Unified State System for Monitoring the Radiation Situation in the Russian Federation, the Unified Complex of Video Control and Video Recording of the Krasnodar Territory.

In Sochi, for example, the system can also be integrated, for example, with a subsystem for collecting data and transmitting messages about accidents of engineering systems of the Gazprom mining and tourism center, in Krasnodar - with a system with similar functionality at Pashkovsky airport.

Part of the work to be carried out within the framework of the project refers to the development of networks of terminal devices for integrated monitoring of environmental parameters in the Krasnodar Territory of the Territory. To do this, the contractor will need to perform some work on the existing technical project for creating a regional automated operational control and monitoring system designed to predict the occurrence of emergencies and their consequences.

In addition, within the framework of the project, it is necessary to carry out work on the development of a video monitoring network in a number of territories of the Krasnodar Territory.

The planned deadline for the completion of work is indicated by October 2019.

The Ministry of Civil Defense and Emergencies of the Krasnodar Territory, which acts as the customer for the project, could not comment at the time of publication on how it relates to the previously performed work on the "Safe City" in Krasnodar and Sochi.

2014:470 video cameras of the Safe City system operate in Krasnodar

Previously, various works within the framework of the "Safe City" have already been carried out in the Krasnodar Territory. Regional media in 2014 reported that Sochi, Anapa, Gelendzhik and some other cities of the Krasnodar Territory actively use the system [3].

In the same year, the Krasnodar Administration reported that about 470 video cameras operate in the city on the streets, which online transmit the "picture" to the city situation center[4]. In the same year, there were plans to install another 100 video cameras, and the same number - to put into operation in 2015.
