Content

On July 9, 2015 it became known of implementation in the multifunction centers of the Arkhangelsk region of the solution of centralized operation by the systems of electronic queues[1].

In Arkhangelsk, in the historic district Solombala, the office "My Documents" was opened in the summer of 2016. Activity of the Arkhangelsk regional multifunction center is directed to simplification and acceleration of access for citizens to public services. Receive the reference, the address social help, housing-and-municipal subsidies, to issue the right to the land plot or it is possible to register sale of the apartment in one window, without visit of instances and standing in queues. The electronic queue of NEURONIQ set in departments of MFC of the Arkhangelsk region helps to increase efficiency of providing state services.

The electronic queue allows to register in acceptance to the specialist in advance, having selected convenient time. In the presence of prerecording, the applicant does not spend time for waiting. If the citizen came on a queue, it is necessary to wait not for long as the program providing uniform and optimal loading of specialists manages distribution of applicants by operators.

From all client modules and hardware components of a complex of an electronic queue various data, including, data of applicants, service events, operation parameters of devices, etc. are collected. These data are available both in the form of dynamic monitoring, and in the form of the aggregated reports. Information obtained from all departments is processed and stored in the central database. Thus, the management system for queue of NEURONIQ is convenient both in use, and in management. The combination of powerful resources and effective management tools makes the NEURONIQ brand one of leaders of the industry.

The Solombala department of MFC is expected 18 jobs, has several zones of waiting in which 5 TVs and 3 audio systems are located. Through audiovisual means the notification of applicants about a call on service, and informing on work of the My Documents center is made. Operator modules of the software package NEURONIQ are integrated with automated information system of MFC of the Arkhangelsk region that provides access to operational functions of both systems in one window, without need to switch between programs.

Project Tasks

The task set by the customer - to provide flexible management with rendering public services, placing necessary levers in head organization. Functionally the solution should provide a full integration of all electronic queues set in departments of MFC of the Arkhangelsk region, their availability to control, change and updating from the panel of the central administrator.

Project Progress

Within the project mechanisms of control of temporary limits of service are developed and implemented. The special software module of monitoring displays online a picture of all network of departments and instantly informs on exceeding of the set limit. Monitoring of "red zones" helps to see a total quantity of the registered applicants expecting quantity in queue serviced expecting above regulation serviced above regulation. Remote control does possible instant response to an incident (for example, at considerable exceeding of a limit of waiting opening of an additional window for service of applicants is possible) that is excluded in a situation when it is controlled on the basis of reports.

Project Results

The software of Center Server gives the chance on a centralized basis to enter changes in lists of state services, to add new services to databases of territorial departments of MFC, to execute fixing of services to jobs, to create the schedule of service on types of service.
