2021: Implementation of HR EDO

On May 20, 2021, TerraLink announced the implementation of a project to introduce personnel electronic document management in MegaFon PJSC. The implementation was carried out as part of the experiment of the Ministry of Labor and Social Protection on the transition to electronic document management. The e-HR solution from TerraLink covers the entire structure of MegaFon. All employees of the client have the opportunity to keep their documents digitally. As of May 2021, this is about 10 signed types of documents. The project was implemented by TerraLink experts based on OpenText Extended ECM version 16.2.0 solutions for 9 months.

They began the project by analyzing personnel documents and classifying them. Based on these data, the architecture was developed taking into account the current infrastructure and software resources of MegaFon PJSC. The use of flexible project management methodologies enabled a team of methodologists and technical consultants TerraLink ensure the involvement of end-users, propose a technical architecture for the exchange of personnel documents and implement the system as planned.

Analytical and methodological support of experts TerraLink accompanied all stages of the project. As part of the project, the TerraLink team actively participated in methodological committees of both the Customer and the Ministry of Labor and Social Protection.

The solution based on the platform OpenText experts TerraLink implemented the functionality of coordinating and electronic signing of documents on both sides with the subsequent storage of signed electronic documents and their signatures. An electronic file of staff documents has been launched in electronic form with an appropriate access distribution system. A role documentation access system is required to work correctly with personal data.

Experts TerraLink used the project management approach based on the Agile methodology - the processes and documents were divided into sprints, so that the preparation of the system for experimental industrial operation took place iteratively and made it possible to quickly solve all emerging issues, allowing you to clearly withstand the project time.

Participation in the experiment of the Ministry of Labor allowed us to implement an interesting and complex project on the transition to electronic personnel document management. Thanks to him, we not only simplified the processes, but also reduced the time and labor costs. During the six months of work of the personnel EDO system, more than 1000 new employees were registered. One electronic signature recruitment process saves about 30 sheets of paper and significantly speeds up the recruitment process.

Following the results of the project with TerraLink, MegaFon adopted an examination of the platform and continues to further develop the document management system independently.
