Croc prepared the Tver and Petty-bourgeois district courts for work

On September 21, 2018 opening of the general building for the Tver and Petty-bourgeois district courts equipped with modern information technologies took place. The CROC company was responsible for creation of telecommunication, multimedia, computing infrastructure and software environment and also their integration with the End-to-end information system of courts of law (CIS SOY) Moscow. The implemented technologies allow to increase process performance of legal proceedings and to provide their openness for citizens and also to optimize working time of staff of courts.

Within the complex project of CROC created more than 10 engineering and information solutions among which the system of audio-video of recording, a video conferencing, sound amplification, a call of witnesses and a parking. Four of the implemented systems are based on the software products, among them software Broadcasting developed by specialists of CROC (for broadcast of high-profile cases on the portal of courts of law), the automated workplace (AW) of the secretary, the automated workplace "Court session" and software "The information booth".

Program filling of the solution of CROC — the automated workplace "Court session" - became the next important step to implementations of electronic justice and the chief assistant judge on court sessions. In particular, the hardware and software system allows the judge to control process audio-and video of recording, to trace the plan of meetings per day, to have access to electronic materials of affairs in a subsystem "Electronic case" of CIS SOY, to the main systems of law, such as Guarantor and Consultant and to be connected far off to own desktop. Access to this array of information is provided using special cards keys for two-factor authentication.

To invite the witnesses expecting the invitation to the hall of court sessions now it is enough to press the call key on the microphone panel of a workplace of the secretary of district court. The system of a call of witnesses is responsible for it. The call of the secret witness is separately provided. Being in specially equipped room, he can watch in real time all events in the hall using the multimedia screen. Participants of court session hear only its distorted voice.

To increase the speed of consideration of criminal cases and also to avoid need of convoy of prisoners from the pre-trial detention center of OFPS of Russia in court, 2 conference halls on criminal cases were equipped with the system of a video conferencing.

For providing operational information to citizens on cases in point (number of the hall, the list of participants, the judge's Full Name and so forth) in halls of courts and before inputs to conference halls special information touchsreen kiosks are installed. The software of information booths – also own development of CROC - is integrated with CIS SOY.

The system of audio-and video recording was implemented in 48 halls of court sessions according to FKZ No. 1 of 7/29/2018. All videos of meetings in court will be available to participants of legal procedures in a personal account on the uniform portal of courts of law of Moscow. The solution increases transparency of consideration of legal cases and also allows to reduce number of complaints to maintaining protocols. In total the subsystem includes more than 300 units of the multimedia equipment – 54 information touchsreen kiosks, 212 video cameras and 68 front lines of the microphone arrays working in difficult acoustic conditions and providing high legibility of the speech. Unlike the normal microphone which keeps the unidirectional record only of one person (for example, judges) the microphone array is capable with the identical volume level, without extraneous noises and distortions, to remove the speech of eight participants at the same time. The solution of such class will form a basis for further implementation of a sensing technology of the speech.

Also in each of 48 conference halls the sound reinforcement system is implemented. And for convenience of hearing-impaired citizens, the personal radio receivers integrated with this system are provided

The project was implemented so that systems supplemented CIS the SOY and other technologies used earlier in court. Not to allow double costs, in particular, 168 units of the computer park were transported to court houses from the old building.
