As of June 2023, executive authorities, local governments of the Omsk region provide state and municipal services to the population using departmental information systems (IS). At the same time, in accordance with the decree of the Government of the Russian Federation of March 1, 2022 No. 277, regional departments are obliged to provide the result of the provision of basic state and municipal services to the applicant's personal account at the EPGU. Thus, in the region there was a need to automate the process of providing such information to the federal information system, ensuring the appropriate opportunities for interdepartmental interaction between the information systems of the Omsk region and the EPGU.
To implement this task, it is required to ensure archival storage of the statuses and attachment files of electronic documents posted by the information systems of the region, as well as provide access to this archive using a data showcase to transfer the result of the provision of services to the applicant's personal account at EPGU.
Within the framework of the project, an NVS data showcase was deployed, modernized to ensure the ability to read files attached to electronic documents for the provision of services, and a subsystem for storing and providing electronic documents was created based on the BFT.e-Archive solution. In addition, they were integrated with the information system of the Ministry of Natural Resources and Ecology of the Omsk Region.
According to the results of the project, archival storage was provided in the Omsk region, as well as the provision of information on the progress of the provision and results of three types of services - the issuance and cancellation of a single federal hunting ticket, the issuance of a permit for the extraction of hunting resources, as well as permits for the use of wildlife objects. Now a resident of the region will be able to apply for one of these services in any way convenient for him and quickly see all the information on the application in his personal account at the EPGU. The developed solution successfully passed all acceptance tests and was put into trial operation.
Centralized storage of documents in the form of files containing information on the progress of provision and results of services, providing access to them from EPGU - this is a demanded functionality, the possibility of implementation of which is provided for by the current legislation. The implementation of this project became possible thanks to the implementation of a comprehensive solution in the region - a data showcase with a subsystem for storing and providing electronic documents, which ensures the unambiguity of versions of electronic documents for all interacting information systems. This allows all participants in the process of providing state and municipal services to use transparent and consistent information, as well as eliminate data duplication and increase the speed of exchange of documents with attachments between systems.
