Russia will create a blockchain platform for control of cargo transportation by the water transport

On May 4, 2018 the state enterprise "Morsvyazsputnik" announced carrying out request for proposals on development of the concept of the Russian segment of a logistic transport blockchain platform based on the Global Trade Digitization platform. The initial cost of the contract is 496 thousand rubles.^[1]

The purpose of works - formation of unambiguous understanding at the persons making the decision on project implementation, on its keyword parameters: expected results, project framework, implementation terms, risks and threats and also organizational, technological and resource support.

The concept of the project, the preliminary feasibility statement and the presentation of the concept should become result of works. All this should be prepared within 30 days from signature date of the agreement.

Under the terms of the customer, the architecture of the target technological solution should be based on the HyperLedger Fabric (HLF) platform - a program framework for application development and specialized business solutions on the basis of a blockchain. At the same time, features of the technology stack used for development of services based on HLF and also the available information on architecture and characteristics of the Global Trade Digitization (GTD) platform should be considered. Besides, the developer of the concept should consider possibilities of autonomous functioning of the Russian network segment.

Key functional and production requirements should provide lifecycle of management of container transportations. It, in particular, includes control of the status of a container, management of electronic documents according to the transaction, data exchange with regulatory authorities and market participants, providing commercial services. Search and giving of requests for a freight (a payment for transportation of a load) to shipping companies, execution of legally significant electronic contracts with automatic or semi-automatic exercise belongs to services.

Calculation of terms and cost of works should be made taking into account features of the Russian market of development and operation of technological solutions as of April, 2018, including competences and examination of potential contractors, the market value of personnel on the basis of data of the website HH.ru or expert evaluation.

The contractor of the project should be defined on May 16, 2018.

In December, 2017 it was announced that Morsvyazsputnik signed the agreement with QIWI Blockchain Technologies ("KIVI of Blockchain technology" - subsidiary company of the QIWI Group) development of an integration logistic blockchain platform on providing and control of cargo transportation by the water transport. Within the agreement of QIWI Blockchain Technologies for the benefit of Morsvyazsputnik should complete several phases of works, including research of business infrastructure and business processes of the enterprise and also the transport and logistic industry in general.

The Federal State Unitary Enterprise (FSUE) "Morsvyazsputnik" is formed in 1976 as All-union association of electroradio navigation and satellite communication at the Ministry of navy of the USSR. As of 2018 the main activity of Morsvyazsputnik is rendering services of satellite communication of Inmarsat. The enterprise provides operation and development of the Russian segment of this system.
