BFT completed the project on development of the AIS UBP 1-M of the Moscow Department of Finance

On June 26, 2018 the BFT company announced project completion on development of automated information system of management of budget process (AIS UBP 1-M) of the Moscow Department of Finance. Upgrade of functions of budget implementation of a system according to last modifications of normative legal space of the Russian Federation and the city of Moscow was a project objective.

Project Progress

Cooperation of BFT Company and Moscow Department of Finance is performed within implementation, maintenance and development of two systems – the automated control system for city finance (GF ACS) and automated information system of management of budget process (AIS UBP-1 M). The ACS of GF represents an information and analytical system of planning of Moscow, and AIS UBP-1 M provides budget implementation and control. For June 26, 2018 in a common information space of these systems more than 15,600 users and 2700 organizations work.

The last modifications of the federal and Moscow legislation concerning budget process caused need of development of AIS UBP-1 M.

Project Results

Within completion of a system works on upgrade of the mechanism of automation of transactions with cash, improvement of accounting of budget commitments and transactions with federal funds on personal accounts of organizations of Moscow were carried out.

Also within the project upgrade of information exchange with other information systems of the city and the Russian Federation was performed, collecting of the consolidated statements of organizations and executive authorities of Moscow regarding ensuring the legal importance and also implementation of predictive control when collecting the reporting is improved.

Thanks to the city Electronic budget the Finance department manages technology financial processes within all budget network of Moscow. Similar technology centralization gave us an opportunity of implementation of pro-active control of documents at a stage of their processing in organizations. For example, in a project deliverable on technology centralization of collecting and consolidation of the budget (accounting) reporting which we performed within last year (these are more than 2500 subjects of the reporting and 11000 users), we block a possibility of signing by the electronic signature those documents which did not undergo the automatic cameral testing executed by a program method. The first results of this project showed reduction for a year of number of versions of forms of the reporting provided by authorities for 13%. Further we expect even more qualitative results. On December 31, 2013 it became known of project completion of upgrade of a management system for budget process in the Moscow Department of Finance. Integrator in the project BFT company.

Project Progress

Experts of BFT company finished functionality of a system of budget implementation of the city of Moscow on the basis of creation of uniform legal, methodological and information space at all interoperability layers and also regarding ensuring control of budget implementation of Moscow.

Project Results

The upgraded management system for budget process helped to optimize activity of department.
