2023: Application of Electronic Shipping Documents

As part of the implementation of the project for the use of electronic transportation documents "Digital Transformation Service" of the State Unitary Enterprise "Mosgortrans" together with the Group of Companies "Astral" on the basis of the North-Eastern branch of the State Unitary Enterprise "Mosgortrans" successfully carried out a flight using an electronic waybill (EPL). This was announced on June 5, 2023 by the Astral State Administration.

This is an example of the use of this technology since the approval of the exchange rules for the electronic waybill on March 1, 2023 (PP RF 931 dated 21.05.2022 "Rules for the Exchange of Electronic Transportation Documents" with amendments that entered into force on 01.03.2023). During the project, the specialists of the Astral Group of Companies, together with the specialists of the Mosgortrans State Unitary Enterprise in the North-Eastern Branch, issued an EPL for the release of the vehicle on the line using the 1S-EPD service as part of the 1C: EDO Client software product.

The solution on the basis of the 1C: Enterprise platform made it possible to fulfill all the assigned tasks most quickly and without significant costs and issue the first electronic waybill in pilot operation.

EPL was issued using the 1S-EPD service on the basis of the IS EPD operator Kaluga Astral JSC (part of the Astral Group of Companies).

The use of EPL will allow

  • automate a number of routine operations when issuing a vehicle
  • automate the collection and analysis of data contained in documents
  • reduce the time of transport release into the flight
  • increase labor efficiency
  • get an economic effect in the form of reducing the cost of the document management process

As the Deputy Mayor of Moscow for Transport Maxim Liksutov said, now in Mosgortrans 3 versions of software from Russian IT companies are being tested at once.

We improve the working conditions of our employees, because this directly affects the quality of passenger service. The use of electronic waybills will speed up drivers' access to the route, they will save 2.5 days of their time per year. In addition, the need to spend 1.5 tons of paper per month on documents will disappear. As a result of the pilot project, we plan to begin the complete transition of Mosgortrans to electronic waybills. This corresponds to the task of the mayor of Moscow to integrate IT solutions into the work of Moscow transport, - added Maxim Liksutov.

The introduction and scaling of digital technologies in transport will completely abandon the execution of transportation documents on paper. The use of electronic transportation documents will allow not only to systematize the exchange of data, but also to ensure transparency of business processes, excluding manual entry errors and increasing safety on the roads of Russia, "said Anton Shevchenko, head of the department of EPD of Astral Group of Companies.
