Choosing a Solution

In 2013 the management of JSC MMTP organized the tender for substitution of the monitoring system of transport and fuel consumption existing at that time. Earlier installed solution did not cope with loadings and regularly failed, but also, considered fuel consumption with a big error.

Among requirements to a new solution were: continuous control over movement of fuel from receiving by the fuel-servicing truck prior to a holiday in the territory of the enterprise and further expenditure by transport and the loading equipment and also accounting of the developed engine hours and a possibility of obtaining reports on efficiency both each piece of equipment, and the company park in general. Within the tender were also tested the navigation equipment provided by the participating companies. And as by the end of tender in operating state there was only a solution Omnicomm, the management of JSC MMTP made the decision to equip all park of port with a monitoring system of this producer.

Commenting on the choice, the CEO of JSC MMTP Alexander Masko noted: "It is important for us that the equipment correctly worked in extremely severe conditions. So, for example, the temperature range in which the equipment should work fluctuates from-30 to +30 degrees Celsius. Besides, works are conducted in an aggressive environment under the influence of rainfall, a maritime air, mineral and chemicals, manganese ore and an apatite concentrate. All these factors have negative effect on operation of the equipment and mechanisms, promoting their failure. And the equipment should work 365 days in a year at any climatic conditions".

Project Progress

The implementation project began in October, 2013 and in 6 months was fully completed, at the same time the equipment was withdrawn from technology process only for a short time for carrying out installation works.

On the basis of the data obtained from a monitoring system, by service of economic safety of JSC MMTP it was revealed that almost fuel consumption was overestimated by 30% of vehicles for one reason or another. In particular, the workers leaving the equipment were set to work at single turnovers in the period of a lunch or forced idle time. Besides, drainings of fuel both for the purpose of plunder, and for filling of other equipment were detected. Administrative and personnel measures were taken in respect of all participants of violations by the management of port that positively affected the overall level of discipline of staff of JSC MMTP.

Besides, these monitoring systems were integrated into automated information system of the enterprise (AIS) installed on computers of heads of port. Relying on data retrieveds and semi-annual operating experience of a monitoring system of Omnicomm transport, the management of port was convinced of its financial performance.

Commenting on experience of integration and plans for the future, the director of the general questions of JSC MMTP Vladimir Khovansky noted that now the broad picture of use of the equipment on production is available to the management of port. "In automated information system it is possible to see now where there is transport of the enterprise and what function is performed by each vehicle in the set period. In our plans to involve a possibility of Omnicomm terminals for efficiency evaluation of loading transactions with use of cranes and the loading equipment. For example, the sensor installed on the grab or a bucket of the loader will be able to give us information for how many cargo transactions and with what optimal speed it is possible to overload coal or ore on the vessel", - he told.

Objectives

JSC MMTP is going to integrate the solution Omnicomm in the system of industrial security of the enterprise then the terminal will be able to warn the loader driver a special signal "Attention! You are in a zone of the working crane or at the railway crossing". "This measure considerably will increase production security at our enterprise", - Vladimir Khovansky added.

Criminal case

On May 5, 2015 it became known of criminal proceedings on the basis of data of a monitoring system of Omnicomm transport.

Staff of the Murmansk linear department of the Ministry of Internal Affairs of the Russian Federation on transport, based on the data obtained by the equipment Omnicomm brought criminal case upon plunder of diesel fuel in "Murmansk Commercial Seaport" (MCS) company.

Incident occurred in January, 2015 on a railway stage, in the territory of MMTP. The Omnicomm system fixed repeated drainings of diesel fuel from fuel tanks of a locomotive.

Law enforcement officers jointly with a security service of MMTP organized raid on the expected place of draining as a result of which the assistant driver of a locomotive was in the act delayed.

"The security service of JSC MMTP together with the staff of the Murmansk linear department of the Ministry of Internal Affairs of the Russian Federation on transport at the time of plunder of diesel fuel from a locomotive caught red-handed the assistant driver. As it became clear, this employee regularly merged fuel, thereby causing material damage to our company", - Vladimir Khovansky, the director of the general questions of JSC MMTP told.

Omnicomm transport monitoring system works on special equipment of "Murmansk Commercial Seaport" since the beginning of 2014. Plunder of fuel from motor transport of the enterprise is during this time stopped, workflows are optimized. In use systems it became clear that almost fuel consumption is overestimated by 30% of vehicles for one reason or another. In particular, the workers leaving the equipment are set to work at single turnovers during a lunch or forced idle time. The management of port took administrative and personnel measures in respect of all participants of violations.

Stanislav Yemelyanov, the deputy CEO of Omnicomm, noted: "The companies where maintenance costs of the park of motor transport are key, use of a monitoring system and control of fuel consumption is just necessary. Today the Omnicomm system proved as the effective instrument of optimization and control of workflows allowing to reveal in time a weak point and to take administrative measures on its elimination. The brought criminal case once again proves demand and system effectiveness at the enterprises. We hope that this incident will become instructive for his "hero", and on his errors also others will study".
