Russian companies will have access to government money for AI training
On June 17, 2024, it became known that the Ministry of Economic Development of Russia had determined the procedure for disclosing data from government departments on the Internet. Companies will be able to access authorities information in order to train artificial intelligence models.

The new initiative is aimed at achieving the goals of the national project "Data Economics and Digital Transformation of the State," which starts in 2025. The Ministry of Digital Development of the Russian Federation suggests to open to developer AI access to sets of state data
On January 10, 2024, it became known that the Ministry of Digital Development of the Russian Federation proposes to provide scientists and developers from the commercial sector with access to sets of state data. It is assumed that this will stimulate the development of artificial intelligence in Russia.
According to the Kommersant newspaper, the repository of state data sets for AI projects can be formed on the basis of the federal state information system "Unified Information Platform of the National Data Management System." This repository will not include any personal information, as well as data constituting a commercial or other secret protected by law. In general, the composition of the kits will be determined based on the needs of companies and organizations, as well as on the availability of relevant information from the public sector.
The draft Ministry of Digital Development says that access to the repository will be provided to universities, scientific organizations and accredited IT companies. At the same time, a number of requirements will be presented to the latter. In particular, the participation of foreign organizations in the capital should not exceed 49%. Requests for access to data sets must be submitted through State Public services. If successful, legal entities will be able to upload information for further use in their AI-related projects.

2023: Contract with Rostelecom
On December 11, 2023, the Ministry of Digital Development of the Russian Federation signed a state contract with Rostelecom for the development of the federal state information system "Unified Information Platform of the National Data Management System." We are talking about creating a specialized platform for training artificial intelligence. The contract value is 250 million rubles.
The work is carried out within the framework of the federal project "Artificial Intelligence" of the state program of the Russian Federation "Information Society." The goal of the initiative is to ensure "the formation and updating of data sets for AI in demand in commercial circulation." Such sets mean a set of data that have been pre-prepared (processed) in accordance with the requirements of Russian legislation on information, information technologies and information protection and are necessary for the development of software based on AI.
The statement of work states that the platform should be able to interact with external information systems of data suppliers and consumers through a software interface (API) compatible with the HTTPS/S3. In 2023, the performer must form 10 data sets containing images, one way or another related to the transport sphere. Sets include:
- Types of vehicles;
- Special vehicles;
- Traffic intensity;
- Search for pedestrians in images;
- Empty and occupied parking spaces;
- Condition of road surface and elements of road infrastructure (shoulders, curbs, hatches, etc.);
- Number of wheels of passenger and freight vehicles;
- State registration plates;
- Traffic sign recognition;
- Recognition of road marking elements.
Users must log in to the system via the ESIA. In this case, applications for access to AI datasets will be signed with an enhanced qualified electronic signature. When granting access to data, the system must generate time links with a limited validity period. After the expiration of this period, the link becomes invalid.[3]
